The Asia Foundation Timor-Leste (an International NGO) is currently seeking candidates for the position of Senior Program Officer for the Access to Justice Program. The SPO will be responsible for program development, implementation, reporting, monitoring, evaluation and grants administration. This person will also maintain up to date information on justice sector developments and linkages with organizations in the sector.

Key responsibilities and qualifications include:

Under supervision of the Law Program Advisor, the Senior Program Officer will:

  • Develop, implement and report on program activities and grants, and monitor and evaluate the Access to Justice Program in cooperation with other Foundations staff.
  • Work with existing and prospective grantees to develop program activities; determine program feasibility; monitor and facilitate program activities; obtain timely and detailed reports from partners; and critically evaluate outcomes.
  • Evaluate and approve grantees interim and final narrative reports; prepare letters of agreements, correspondence with grantees and maintain grant files;
  • Develop and monitor program budgets and contribute to preparation of monthly and weekly spending projections.
  • Assist with preparation of semi-annual program reports, work plans and progress reports for USAID and other donors, and other relevant reports.
  • Supervise and oversee the work of Junior Program Officer and program assistants,
  • Comply with USAID and TAF grant regulation and procedures and undertake other duties as assigned.
     
Qualifications:
  • The application should be able to demonstrate work experience in design and implementation of international development programs;
  • Demonstrate work experience in design and monitoring of program budgets;
  • Familiarity with Timor-Leste government ministries and agencies and NGOs;
  • Understanding of USAID and/or other international or government funding agencies.
  • Bachelors degree or equivalent in relevant discipline.
  • Excellent verbal and written communication skills in English, Indonesia and, Tetun is preferred;
  • Strong written and oral analytical skills;
  • Excellent interpersonal skills;
  • Demonstrated management and organizational ability and computer proficiency in word processing and spreadsheet.
     
One year contract with one month probation, and with possible extension, commencing as soon as possible.

The Legal Advisor will be primarily responsible for providing technical and coordination support for the Access to Justice Program's paralegal component with the goal to increase access to free quality legal aid services for Timor-Leste citizens, including vulnerable groups such as women, youth and rural populations. As such the Legal Advisor will be responsible for assessing, reviewing and refining the curriculum, training materials, and pedagogy for educating paralegals; monitoring and evaluating paralegal program activities; coordinating an internship program for paralegals between university law faculties and legal aid organizations; coordinate. The Legal Advisor will be responsible for engaging paralegal professional networks in other countries in the region, particularly in countries where the Foundation has existing paralegal programs.

Requirements:
  • Minimum five years of progressively responsible professional experience, or the equivalent, in paralegal development and legal aid service provision in Asia with private, public, bi-lateral or multi-lateral development institutions and non-profit organizations.
  • Proven track record in implementation of paralegal programs.
  • Experience in report writing, management, budget control, strategic planning, and managing international donor-funded projects.
  • Strong team building, field-oriented, pragmatic problem solver.

Demonstrated management skills and experience with supervision; strong analytical skills; excellent verbal and written communication skills, including public speaking experience; proven interpersonal and intercultural skills.
  • Knowledge of and professional experience in the justice sector in Timor-Leste.
  • Language proficiency in Tetun, Portuguese and/or Bahasa Indonesia.

Accountabilities The primary responsibility of Program Officer for Cross Border Program is to work together with Foundation’s Unit Manager on Cross Border program development, its implementation, reporting, monitoring and the evaluation and the effectiveness of the program. Program Officer is also responsible for the aintenance of updated information on the progression of the program, and its linkages
with other organizations which are partners of the program.

Requirements:
• At least five (5) years of experience in development work in Timor Leste.
• Good skills in spoken and written English;

Local Governance Program Manager

The Asia Foundation, an international non-governmental organization, is seeking candidates for a Local Governance Program manager to support an extensive three-year ‘Support for Local Governance, Elections and Civil Society Program: Timor Leste’. The program manager shall be part of a team that will implement activities towards enhancing the capacity of newly-elected Suco Councils to strengthen citizen participation in village and municipal governance. The position involves the design and implementation of intensive training activities, village-level data gathering and analysis and inter-action with local officials and civil society groups to improve local governance and dispensation of mandated functions.

Supervisor: Senior Local Governance Advisor

Major responsibilities of this position include:

• Assisting in the selection of project sites, including coordination with concerned public and private institutions and agencies and the generation and processing of information for purposes of site-prioritization.
• Assisting in the design and implementation of orientation activities for suco councils including the generation of relevant documents, literature and other data/information needed to design appropriate orientation modules, plan and implement the orientation program and coordinate and monitor all related orientation activities.
• Assisting in the design and implementation of a Suco Governance Performance Scale, (SGPS) to be used for monitoring purposes.
• Communicating the program’s purpose and objectives to concerned local and national officials.
• Providing technical assistance to partner local governments, civil society organizations and national government institutions in areas relevant to the achievement of program objectives, including but not limited to, the organization and strengthening of suco associations, networking with other civil society groups and organizations.
• Assisting in the design and application/facilitation of suco participatory planning and implementation workshops.
• Providing follow-on technical assistance to partner sucos to implement the priority activities identified in their respective plans.
• Preparing Scopes of Work and/or Terms of Reference to guide (local) external technical assistance providers implement outsourced tasks related to the achievement of project objectives.
• Organizing national awards for best performing local governments, especially sucos.
• Organizing national events such as conferences, workshops, forums and dialogues, to be participated in by both civil society representatives and public officials, designed to present and discuss issues relating to local governance as well as best practices.

Qualifications and Experience required:

• Deep knowledge of Timor Leste local governments, especially the Sucos and Aldeias, specifically their structure, tradition, mandated functions, functional relationship with districts/municipalities, performance, strengths and weaknesses.

• Familiarity with the functions, organizational structure, officials of the Ministry of State Administration and Territorial Management (MSTAM).

• Familiarity with the functions and organizational structure of the Timor Leste national government, including the Parliament.

• Familiarity with sources of data and information on Timor Leste municipalities and sucos.

• At least five years of experience in local planning and budgeting in Timor Leste.

• At least five years experience in the design and implementation of training programs.

• Extensive program and grant management experience.

• Familiarity with the Timor Leste NGO/CSO community.

• Ability to work cooperatively with government and non-governmental organizations.

• Excellent verbal and written communication skills (including English), culturally sensitive interpersonal skills, strong organizational abilities and computer literacy.

• A university degree in a relevant subject.

Reporting

The Coordinator will be in close collaboration with The Asia Foundation and will provide a monthly report to TAF. The CPR will work closely with all Members of Parliament (MPs). The Coordinator will be responsible for the formation and management of technical teams for research.

The PRT will conduct research, write reports, and make reports available in Tetum and Portuguese in a timely manner. Under the direction of the Research Coordinator the PRT will initiate research according to the scheduled plenary topic of the legislature. PRT will respond to special requests made by members of parliament based on the order in which the requests are made. PRT reports will be catalogued and shelved in the Library.
