About the role
The position holder will lead the Resource Mobilisation Team in maintaining an adequate and appropriate level of financial resources (Sponsorships and Grants) and capacity of human resources (both staff and partners) to ensure the effective delivery of Plan Timor-Leste’s programs in line with its CSP.
The role is an unaccompanied post and based from the Country Office in Dili.
Main responsibilities
Country Resource Mobilisation Plan Country Capacity Building Plan (for all Plan staff members and partners)
Resource Mobilisation Team annual plan and budget to ensure all programs are resourced/scaled-up appropriately
Manage and develop the Resource Mobilisation Team members
Maintains grants portfolio (with intent to pursue more strategic and longer term grants and framework agreements)
Ensures efficient Sponsorship operations and high quality communications
Coordinates the assessment and mobilization of potential partners
Participates in Country Management Team (CMT)
About you
Ideally qualified to University degree or equivalent in social science, international development, international relations or related discipline
Relevant demonstrated progressive experience as a development professional in planning, monitoring and evaluating programmes
Understanding of development issues and critical analysis of child poverty in addition to a clear insight into the country’s development issues, trends, challenges and opportunities and implications to community development Experience in Grants management, including developing and writing grant proposals for major donors
Experience of working in a multicultural setting, including networking experience with development organizations in the country and at the international level
Languages
Fluency in English required

Obtain Canvass or quotes for any items requested following the required procedure and process
Coordinate selection committees to recommend selection decisions
Prepare all necessary documents like selection forms and purchase order and delivery note to programs
Procure items and arrange payments
Verify the delivery office goods from vendors to ensure the goods are matched with the requests of each department
Maintain Fixed asset register regularly and organize a inventory process every six months
When appropriate, visit to community or field to verify items received from the program staff
Maintain a database of all quotations plus period of validity
Maintain lists or update of contractors or suppliers and detail full contacts.
The position is Dili based but will require some visits to the districts.
The successful candidate will have:
·At least three years solid experience in Procurement services

The Resource Mobilization Manager is expected to sustain and strategically increase Plan Timor-Leste grants portfolio, working both with major bilateral and multilateral donors based in-country and with private donors in fundraising countries, in close cooperation with Plan's fundraising offices.
Responsibilities include: the identification of grants opportunities, development of grants proposals, relationship building with the representative offices of major donors and with the fundraising offices, ensuring compliance with donor requirements, quality and timeliness of narrative and financial grant reports, establishment of effective tracking systems, processes and documentation for improved grants management.
The RMM is also expected to foster the expansion of Sponsorship, by ensuring the availability of quality, timely Sponsorship communications and reports and development education/advocacy initiatives. The role also involves a high level of capacity building of Resource Mobilization team members.

Qualifications:

Selection Criteria
The successful candidate will have the following skills, qualifications and personal attributes:

§Wide experience in producing reports for different audiences
