Purpose of the Position

As the head of operations of a medium-sized office, you will be accountable for management of cost effective, efficient and secure operations, in support of management, administration and implementation of the country programmes. You will manage the office’s operations (Finance,HR,ICT,Supply) related functions in accordance with strategy, plans and decisions made by Regional Management Team and Country Management Team.

Key Expected Results

Partnership, Coordination and Collaboration: Maintain government counterpart relations; resolve issues pertaining to conditions of service, operational facilities and privileges within the context of the Basic Cooperation Agreement; Ensure adherence to financial regulations and rules pertaining to Cash Assistance to Government (CAG).

Cooperate and coordinate with other UN agency counterparts in the UN reform initiatives (including HACT capacity building of IPs, common services and premises agenda, etc.).

Advise Head of Office on finance, human resource and administrative matters providing guidance on all operational submissions for the approval of the Regional Director; brief office staff on financial, human resource and administrative policies and procedures providing authoritative advice; provide technical guidance and oversight to junior Operations staff in country offices and swiftly resolve operational issues.

Coordinate/liaise with the HQ Divisions to support policy formulation in the area of operations; advise on the applicability of new policy directives to regional operations. Make substantive recommendations on the improvement of systems and internal controls, planning and restructuring and resolution of sensitive issues and problems, taking into account the prevailing conditions in the locality.

Establish and maintain all consultative and management committees (e.g. CRB, JCP, JCC, CRC, PSB, and HRDT Team); Organize and train committees in compliance with the guidelines.

Collaborate with senior Programme Officers and country office staff providing creative problem solving in support of programming activities while maintaining sound internal operational controls. Represent the office in meetings with local banks and administrative suppliers; negotiates locally issued contracts as well as in meetings with other UN Agencies to coordinate operational matters and activities, including harmonization of the UN common system.

Represents UNICEF in the local salary survey committee and fully participates in all processes of the salary survey review and administration to ensure the methodology is applied correctly throughout.

Coordinate promptly with the Regional Office, the Head of Office, Programme Officers and other staff in the country office for security-related issues and emergency operations. Provide operational support to emergency preparedness and emergencies. Inform and update all staff members in the country office on security related issues and emergency operations.

Fiduciary integrity/responsibility for funds and assets: Safeguard the financial resources entrusted to the office by advising on and/or managing financial assets, financial planning and cash management activities and by recommending improvements to the financial and administrative management systems and procedures. Accountable for fiduciary integrity/responsibility for funds and assets taking decision on all operational and financial transactions, disbursement of funds, and administrative arrangements.
Ensure efficient, cost-effective and transparent utilization of resources through knowledge and technology transfer between offices and consistency of approaches.

Qualifications of Successful Candidate

- Advanced university degree in accounting, business administration, economics, or financial management and membership - or enrolled for membership - of recognized professional accountancy body.

- Five years of relevant professional office management work experience. National and/or International work experience in office management, finance, accounting, ICT, human resources, supply and administration and/or other related fields, Work experience in emergency duty station.

- Specialized knowledge in office administration and management.

- Principles of office management, accounting, financial management, programme management and administration.

- UNICEF operation’s goals, visions, positions, policies and strategies.

- Policy and procedures of operational management, including UN/UNICEF financial and personnel rules and regulations.

- Human resources planning, development, management and administration. (e.g., HR Policy & Procedures Manual, Salary Survey Manual, Job Classification Standards).

- Information and Communication Technology administration.

- Supply operations, logistics and purchasing administration.

- UNICEF emergency programme policies, goals, strategies, approaches and procedures (e.g., Security handbook).

- Fluency in English and another UN language required. Knowledge of Portuguese, Tetum or Bahasa Indonesia is an asset.

Purpose:
Under close supervision of Education Officer, Learning Spaces, L2, the incumbent contributes to programme planning, administration, implementation and evaluation of the Learning Space Improvement Sub-project. Requirements:

·          Experience: Up to three years of professional work experience in project implementation and administration including data collection and analysis. UNICEF experience is an asset.
·          Computer: Thorough knowledge of modern office procedures, ability to operate word processing and software.

Purpose:
Under the close supervision and guidance of the Health Specialist-MCH, (L-3) contributes to project design, planning, implementation, monitoring and evaluation of Maternal Health component of the MCH project, data analysis and progress reporting, including teamwork and capacity building. This post is responsible for an annualized budget of approx US$ 500,000 for implementing maternal health programmes and activities such as the Emergency Obstetric Care (EmOC), Ante-Natal Care (ANC), Post-Natal Care (PNC), and community-based promotion of clean and safe delivery as part of the MCH team.

Major Duties and Responsibilities:
  • Undertakes ongoing visits to UNICEF project sites, assesses local conditions and resources, and monitors UNICEF inputs. Communicates with local counterpart authorities including MoH, District Health Services (DHS), Head of Sub-District, and Head of Community Health Centres (CHC) on project feasibility and effectiveness including monitoring the flow of supply and non-supply assistance.
  • Selects and compiles training and orientation materials on EmOC, ANC/PNC, PCPNC, clean and safe delivery for those involved in programme implementation, including donor and media visits.
  • Collects and analyzes data for the Situation Analysis, project planning, management, monitoring and evaluation of Maternal Health component of MCH project that includes expansion of quality Emergency Obstetric Care (EmOC), Ante-natal and Post-partum Care and promotion of clean and safe delivery. Analyzes programme implementation reports and evaluates against established programme recommendations and plans of action.  Prepares tables, graphs and other statistical data. Reports outcome of analysis and proposes corrective actions.
  • Evaluates and analyzes financial and supply reports to ensure appropriateness of documentation, expenditures are within allotments, data is consistent with PIDB. Reports to the Supervisor and/or Head of Office the outcome of reviews.
  • Undertakes follow-up action on programme implementation activities, contributes to teamwork building, and prepares relevant reports.  Drafts changes in programme work plans as required.
  • Attends technical cooperation meetings, prepares notes and undertakes follow-up action and coordination related to programme implementation and monitoring.
  • Assists in identification and selection of technical supplies and equipment related to maternal health care including EmOC. Jointly with MoH counterparts prepare the distribution list, monitor the distribution and conduct end-user monitoring of supplies.
  • Assists in the preparation of the country programme recommendation by drafting CPD, CPAP and other relevant documentation ensuring accuracy and consistency with established rules and regulations. Maintains the computerized programme system database and submits relevant reports.
  • Drafts relevant sections of reports (required for donors, management, annual reports, etc.)

Requirements:
·         Education: University degree in Medical Sciences or related technical field. Advance university degree in maternal & child health, public health or community health would be an added advantage.
·         Experience: Two years progressively responsible experience in programme design, administration, monitoring and evaluation of maternal & child health (MCH), or Reproductive Health, or maternal & child nutrition or related field.
·         Computer: Computer skills, including internet navigation, and various office applications.
·         Language(s): Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.

Purpose:

Purpose:

·         Undertakes ongoing field visits to children’s Environment project sites for the participation in, or observation of project activities and local conditions. ·         Draft children’s environment project activities budgets in ProMs ensuring accuracy and appropriateness of coding.  Regularly follows up and review the fund utilization status. Drafts and issues updated status reports.
·         Monitors the flow of supply and non-supply assistance to implementing partners such as national and district Government counterparts, NGOs, etc.  Based on the AWP, draft supply plan and prepare supply request.  Collects and record information on supply/non-supply inventory, distribution and utilization.  Facilitate end-user-monitoring as required.
·         Investigates queries regarding authorization, delivery or payments and follow up with Finance, Administrative, Supply and Programme staff on processing of payments, advances to governments and liquidation of accounts.  Ensures that activities are in accordance with plans of action.
·         Communicates with national and district government counterpart on project details such as plan and progress, utilizations of funds, progress reporting, etc. Recommends courses of action to the supervisor (WES Chief) accordingly.
·         Undertakes arrangements for visits to project sites for government, donors, UNICEF visitors and other partners, which include providing information and briefing on project activities and status.  Assists to prepare project briefs.
·         Drafts children’s environment project related sections of donor, annual and other reports as required by HQ. Assists to prepare donor report and donor/government briefing papers.

Requirements:

Purpose:
Under the close supervision of the Child Protection Officer, Justice for Children, L-2, contributes to programme planning, administration, implementation, monitoring and the evaluation of the Child Friendly Police Stations activity of the Justice for Children Project.

Major Duties and Responsibilities:
  • Undertakes ongoing field visits to established and new sites for the Child Friendly Police Project, Initiative in collaboration with the Vulnerable Persons Unit (VPU) and Community Police of PNTL/UNPOL. Reports on “child-friendly” criteria in line with established UNICEF / PNTL Guidelines for the Child Friendly Police Stations Initiative and recommendations for enhanced child-friendly police services for vulnerable children.
  • Communicates with counterpart local authorities (PNTL, VPU) on project details. Recommends courses of action to the supervisor.
  • In collaboration with other Project Officers and activities in the Child Protection Programme, facilitate necessary training for Community Police, VPU and other counterparts on the Rules of Procedure for VPU officers as well as district and national level referral mechanisms for children at risk, child victims and juvenile offenders. Regularly monitor progress and skills development of former participants in trainings for further recommended skills-building activities.
  • Investigates queries regarding authorization, delivery or payments and follows up with Finance, Administrative, Supply and Programme staff related to payments, advances to governments and liquidation of accounts to PNTL on the Child Friendly Police Stations initiative. Ensures that activities are in accordance with plans of action as well as the guidelines for Child Friendly Police station and the Rules of Procedure for Children at Risk, Child Victims and Juvenile Offenders.
  • Supports the Community Police of the PNTL/UNPOL to conduct outreach activities with children, families and communities on the role of the police vis a vis child protection and where and how to report child protection violations as well as awareness raising activities on priority child protection concerns.
  • Collects and assembles data and background information with regard to the Child Friendly Police Station initiative and provides updated information on financial and administrative status for analysis and report purposes to the NO-2 and Child Protection Specialist.  Analyzes activity status and recommends appropriate adjustments. 
  • Monitors the flow of supply and non-supply assistance to identified Child Friendly Police Station sites. Drafts supply and financial documentation.  Collects and records information on supply/non-supply inventory, distribution and utilization.

Requirements:
·         Education: University degree in Social Sciences, or a related technical field.
·         Experience: Minimum of two years professional work experience in project administration, including data collection and analysis.
·         Computer: Computer skills, including internet navigation, and various office applications,
·         Language(s): Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.
