Position: Expenditure Review Adviser

Objectives The Adviser will work closely with his/her counterpart, the Head of the newly established Expenditure Review Unit, to achieve outcomes which are focused around the analysis of expenditure and investment on a sector basis. Activities involve a mixture of capacity building efforts and capacity support (operational activities) as follows:
  • Support the Director of Budget, the Head of the Expenditure Review Unit and the Senior Management Adviser to further design the roles and function of the Expenditure Review Unit.
  • Train staff and counterparts on their roles and responsibilities.
  • Undertake a needs analysis of the unit to see what further assistance may be required to build a fully functional expenditure review / sector analysis team.
  • Assist in preparing and facilitating the production of monthly budget execution reports.
  • Assist in preparing and facilitating the regular periodic production of detailed expenditure reviews by sector.

Selection Criteria

Education
  • At least a Bachelor’s degree (but preferably a Master’s) in a field relevant to the position (e.g. in Economics, Accounting, Finance, Business Management) from a recognized university/institution.

Experience
  • At least five years experience in a public financial work environment, within a central agency a Treasury, Planning Office or Budget Unit in a developing country context.
  • Demonstrated ability to work with national staff to build cooperative and productive team and individual relationships (with national staff and other advisors), incorporating capacity building approaches.
  • Excellent oral and written communications and with good command of the English language. Fluency to communicate both verbally and written in Tetum and/or Portuguese would be an advantage and or willingness to undertake further language training in Tetum.

Capacity Building Competencies
  • The Adviser should be familiar with the principles and techniques involved with adult learning, and understand capacity building methodologies.
  • The adviser must possess excellent oral and written communication skills and be experienced in designing and providing on-the-job training.
  • The adviser should be able to demonstrate experience in developing and delivering outcomes based capacity building activities, from the needs analysis stage through to execution, evaluation and analysis of ongoing support requirements.

Project Background

The Ministry of Finance of the Government of the Democratic Republic of Timor-Leste intends to recruit an Expenditure Review Adviser for its Planning and Financial Management Capacity Building Program (PFMBP). PFMCBP is a five-year technical assistance program supported by a grant from the International Development Association and a co-financing Multi-Donor Trust Fund. The Program started in late 2006, and is scheduled to end in June 2011. PFMCBP provides technical assistance to sustainably strengthen planning, budgeting, public expenditure management and revenue administration for growth and poverty reduction, with emphasis on efficiency, effectiveness, accountability, integrity, service culture, and transparency.

PFMCBP has assisted the Government of Timor-Leste take forward an important reform agenda. Key achievements include implementation of a major reorganization of the Ministry of Finance; strengthening public expenditure management through simplification and strengthening of treasury systems and processes, and increased delegation of authority to line ministries; improved revenue management, including increased transparency in tax administration and reinforcing Petroleum Tax administration; and a gradual improvement in macroeconomic planning. There are important challenges ahead as the Ministry of Finance implements a strong reform program in a capacity constrained environment. PFMCBP itself has a challenge to build capacity and enable an increased transfer of responsibility to Timorese public servants.

The Ministry of Finance is responsible for the strategic management of PFMCBP, through its Senior Management Committee chaired by the Minister of Finance. There is a dedicated Program Implementation Unit that is responsible for day-to-day program management and implementation which has been integrated recently into the newly established Directorate General Corporate Services. A Supervisory Committee of donors to PFMCBP, also chaired by the Minister of Finance, provides regular oversight on program implementation and achievements. The World Bank is responsible for program supervision, to ensure it is aligned with agreed objectives and financing agreements.

Scope of Work

A. Core tasks

In collaboration with the Head of the Expenditure Unit, assist in supporting the day to day operations of the Expenditure Review Unit.
  • Build the capacity of local staff to produce appropriate expenditure reviews.
  • Build up the capacity of local staff to oversee the production of periodic expenditure reviews.
  • Build the capacity of the team to work closely with other areas of the Ministry in providing an integrated approach to line Ministries
  • Develop user friendly documentation outlining systems and processes in English (translated into local languages Portugal and Tetun).
  • Assist National Budget Directorate Office to provide advice to the GoTL on portfolio expenditure reviews and budget issues.
  • Contribute to the development of a robust expenditure review and budgeting system, while working towards the alignment and synchronisation of planning and budgeting processes.
  • Support Expenditure Review Unit to strengthen relationships with line ministries including facilitating regular consultation between stakeholders on expenditure review process.
  • In consultation with the PFMCBP and the PDP, (Professional Development Program), identify training needs for staff in the Expenditure Review Unit and National Directorate of the Budget and develop strategies to secure the necessary skills needed to ensure the long term viability of the National Budget Directorate.
  • Perform such other technical and inline functions as may be required by the PFMCBP and the Ministry of Finance.

B. Capacity building functions

The Adviser will be expected to incorporate the three pillar approach to capacity building in all aspects of his/her work with Timorese counterparts. The Adviser shall model transparency and accountability in his/her own behavior, and by focusing on development of skills and systems, together with support to behavioral and attitudinal change, the adviser shall help to build capacity:
  • Jointly with the PDP and PFMCBP, develop an agreed capacity building workplan (based on the Adviser’s own workplan), to incorporate operational activities and capacity building into the core specific activities to be undertaken. Regularly review and revise the workplan;
  • Agree on specific tasks within activities for which national counterparts will be responsible; agree on methodology and monitorable indicators for assessing progress on agreed tasks, and for providing feedback to staff;
  • Increase, incrementally, the level and number of tasks for which national incumbents are responsible, commensurate with progress/improvements in technical and functional capabilities.

Key Deliverables
  • Prepare Assignment Workplan within four weeks of commencement
  • Prepare Capacity Building Workplan within six weeks of commencement
  • Coordinate the production of monthly expenditure review and budget execution reports for the attention of the Minster of Finance.
  • Coordinate the production of quarterly budget execution report for Parliament.
  • Coordinate the production of least one detailed public expenditure review per year.
  • Provide advice and training on the design, implementation and delivery of all of the above.
  • Prepare weekly progress report on the closure of carryover liabilities; prepare related reports and memoranda recommending required actions.
  • Assist in updating internal systems and processes for expenditure reviews.
  • Prepare Monthly Progress Reports to the National Director of Budget, the DG for State Finance and the SMA for State Finance and copied to the Senior Program Manager PFMCBP, against the agreed Work Plan
  • Prepare End of Assignment Report to the PIU no later than 10 working days prior to the end of contract

Performance Evaluation
Performance of the Expenditure Adviser will be assessed by the National Director of Budget and the SMA for State Finance in collaboration with the Senior Program Manager of the PFMCBP in accordance with the performance review framework for advisors in place in the PFMCBP.

There is probation period of three months.

Essential
  • A University degree in computer Science, Information Systems Technology and other related fields. Post-graduate degree on Information Technology will be desirable.

  • At least two (2) years operational experience in performing IT related maintenance and upgrading issues

Working closely with the Chief of the IT Department and its staff, the IT Consultants will be responsible for the efficient functioning of the overall IT systems and operations of the Ministry of Finance. He/she shall work with the IT Department to maintain and control the MoF’s existing system and corporate critical database applications.
The IT Consultants shall provide sound and timely advice to the Chief of the IT Department and the SMA for Corporate Services on the day-to-day operations as well as guidance to staff in the support maintenance requirements of the MoF IT system.

The position will:

Assist the Chief of the IT Department and staff to accomplish their day-to-day tasks and demonstrate strong performance, including:
  1. Management, control, and maintenance of the MoF’s critical applications, ensuring the smooth operations of the existing MoF systems and applications
  2. Control and maintain the MoF network systems and/or services
  3. Assist the Chief of IT Department in providing guidance to national staff in the installation and support of MoF IT System
  4. Provide support to the national staff to ensure the smooth operations of the MoF’s critical applications
  5. Conduct maintenance support to the operation of the servers, workstations, new installations and configurations, including trouble shooting of hardware components such as:
    a. network-based servers and their spare part replacements;
    b. Ethernet LAN switches; and
    c. Desktop, laptop PC’s, and other peripheral components.
  6. Provide technical assistance for staff members of the IT Department and prepare progress and problem-analysis reports for management review purposes;
  7. Monitor network traffic levels and patterns, server and device logs, firewall logs, intrusion detection systems, and provide regular report on these to the management;
  8. Provide guidance in matters pertaining to the installation and configuration of new hardware and software;
  9. Perform acceptance tests and coordinates installation of new systems components and carry out post-implementation evaluation;
  10. Plan and review network resources, configuration and plan cost-effective upgrades of software, firmware, and hardware to keep up with changing technology, growth and needs of the MoF;
  11. Assists the Chief of the IT Department in redrafting, revising and implementing or enforcing IT policy on both software and hardware standard;
  12. Work closely with the national staff to identify and address networking problems that affects the operations of applications software, systems interfaces and users;
  13. Assist the chief of IT Department and staff to accomplish their day to day tasks better;
  14. Provide continuity and direction to all IT Department staff in the absence of the counterpart national staff;
  15. Perform such other supporting tasks, both administrative and technical in nature, to enhance the operations of the IT Department, as will be required by the Ministry of Finance.

Key Deliverables
  1. Perform the role of a technical support specialist and help-desk technician.
  2. Troubleshoots, interpret problems and provide technical support for hardware, software, and systems.
  3. Respond to phone calls, analyze IT related problems referred to by the MoF users by using automated diagnostic programs, and resolve recurring difficulties.
  4. Technical support specialists respond to inquiries from their organizations’ computer users and may run automatic diagnostics programs to resolve problems. They also
  5. Install, modify, clean, and repair computer hardware and software as may be required.
  6. Oversee the daily performance of MoF’s computer systems and evaluate how useful software programs are.
  7. Professional Development Plan of staff in line with the Institutional Development and Capacity Building Plan.
  8. Quarterly report and assessment of progress in professional development and capacity building of the Department.

Scope of Work

The Senior Budget Adviser will work to build the capacity of his/her counterparts, the Director of Budget Directorate and the Director of Planning (Expenditure Review). Activities will involve a mixture of capacity building efforts and capacity support (operational activities), aimed at building institutional capacity in the planning / expenditure review directorate, and contributing to the development of a budgeting system which encompasses a robust planning process. Key areas of focus include managing the integration of the work of the Planning / Expenditure Review Directorate with the Budget Directorate, working to enhance coordination and client focus in dealings with line ministries, and assist with the development of a strong and integrated planning and budget system. The Lead Adviser will also assist the National Director to coordinate the work of the other Budget Advisers

The position involves work with national counterparts to ensure that the following tasks are managed:
- Where requested, report to and advise the Senior Management and on matters of budget design and execution;
- Develop the management and leadership skills of the National Director, focusing in particular on:
  • clear comprehension of his core roles and responsibilities;
  • identifying how directorate workflows fit into these roles and responsibilities;
  • effective delegation;
  • realistic workload assessment and planning; and
  • inculcating some basic concepts of team-building.
- Support the development and execution of the national budget in line with the budget guidelines;
- Assist in the integration of the services provided by the Ministry to Line Ministries in the areas of budgeting, planning, treasury functions and procurement.
- Build capacity within the budget and expenditure review units with a view to, over time, a greater percentage of the work of the units can be undertaken independently by national staff,
- Build the capacity of local staff to oversee the management of line Ministry budget processes;
- Support the development of new systems and processes as the budget design is gradually computerised onto the FMIS and devolved to line agencies;
- Provide advice and support to the implementation of the performance budgeting element of the FMIS;
- To instill and further develop a client focus culture in the budget and expenditure review units.
- Provide advice on the budgetary impacts of various government initiatives to the Minister for Finance;
- Provide holistic/ strategic advice on ministry issues, as requested; and,
- In consultation with the Professional Development Program director, identify training needs for staff in the National Directorate of the Budget and Planning and develop strategies to secure the necessary skills needed to ensure the long term viability of the National Budget Directorate.
- Perform such other technical and inline functions as may be required by the Program Services Directorate or the Ministry of Finance.

Similarly, the Senior Management Adviser shall support the Minister in dispensing her ministerial functions as well as support the efficient management of the Ministry. Strengthen staff and institutional capacity in DGRC to perform its mandate. Lead and manage PFMCBP consultants in DGRC to ensure capacity development and effective use of TA through the program’s TA performance management system.

Selection Criteria

Essential

  • Minimum of ten (10) years experience of policy processes and advice at senior levels in public sector institutions, preferably Ministries of Finance.
  • Proven ability to develop and manage Revenue and Customs agendas at the highest levels.
  • Strong leadership and management skills. Experience of managing organizational change an advantage.
  • Excellent oral and written communication skills, including ability to communicate clearly technical concepts and policy advice to non-technical audiences.
  • Excellent interpersonal skills including experience of coaching, mentoring and building skills through on-the job training and role modeling.
  • Strong analytical skills.
  • Advanced University degree (PhD, Masters or equivalent) in Economics, Finance, Public Policy/Administration, or related fields with extensive experience in Revenue and Customs administration, management and public financial management.

Desirable
  • Experience of conducting analysis and providing advice on development issues and policies of natural resource rich countries.
  • Native language fluency in English and a willingness to learn Tetum or Portuguese.

Project Background

The Ministry of Finance of the Government of the Democratic Republic of Timor-Leste intends to recruit a Senior Management Adviser for Revenue and Customs for its Planning and Financial Management Capacity Building Program (PFMBP). PFMCBP is a five-year technical assistance program supported by a grant from the International Development Association and a co-financing Multi-Donor Trust Fund. The Program started in late 2006, and is scheduled to close in July 2011. PFMCBP provides technical assistance to sustainably strengthen planning, budgeting, public expenditure management and revenue administration for growth and poverty reduction, with emphasis on efficiency, effectiveness, accountability, integrity, service culture, and transparency.

PFMCBP has assisted the Government of Timor-Leste take forward an important reform agenda. Key achievements include implementation of a major reorganization of the Ministry of Finance; strengthening public expenditure management through simplification and strengthening of treasury systems and processes, and increased delegation of authority to line ministries; improved revenue management, including increased transparency in tax administration and reinforcing Petroleum Tax administration; and a gradual improvement in macroeconomic planning. There are important challenges ahead as the Ministry of Finance implements a strong reform program in a capacity constrained environment. PFMCBP itself has a challenge to build capacity and enable an increased transfer of responsibility to Timorese public servants.

The Ministry of Finance is responsible for the strategic management of PFMCBP, through its Consultative Council for Financial Management chaired by the Minister of Finance. There is a dedicated Program Implementation Unit that is responsible for day-to-day program management and implementation which has been integrated recently into the newly established Directorate General Corporate Services. A Supervisory Committee of donors to PFMCBP, also chaired by the Minister of Finance, provides regular oversight on program implementation and achievements. The World Bank is responsible for program supervision, to ensure it is aligned with agreed objectives and financing agreements.

Scope of Work

Working with the DG to strengthen leadership and management capacity through:

  • On-the-job-training, coaching, and mentoring, including advice on business standards for DGRC;
  • Development of a DG-wide work program and a performance monitoring system;
  • Support to completing appointments for staff across the DG;
  • Support for implementing the staff performance management system and any other civil service reform measures around ethics, professionalism, accountability and transparency.

Managing consultants’ performance to ensure staff and institutional capacity development across all National Directorates of DGRC through:

  • Supervision of and reporting on implementation of the Institutional Development Capacity Building Plan in DGRC.
  • Assistance in monitoring and evaluating capacity building activities of consultants in DGRC.
  • Management of consultants in DGRC, including implementation of the program’s performance management system for consultants.

Providing operational support as required through:

  • Technical support and advice to the DG and National Directors in DGRC including assistance with Revenue and Customs analysis papers and briefs;
  • Organization of seminars and workshops on topics of Revenue and Customs relevance to Timor-Leste;
  • Creation of networks to source Revenue and Customs advisory support to enhance the institutional capacity of DGRC;
  • Policy advice to the Minister of Finance through the DG on policy issues related to implementation of Timor-Leste’s medium-term development strategy.

Key Deliverables

  • Assignment Work Plan, with specific timelines and expected outcomes within 4 weeks of commencement.
  • Assignment Leave Workplan.
  • DG-wide work program and performance monitoring system.
  • Business standards for DGRC operations.
  • Strategic Plan for DGRC with implementation timeline as part of the Ministry of Finance’s Strategic Plan.
  • Semi-annual report on implementation of Institutional Development Capacity Building Plan.
  • Semi-annual report and recommendations on performance of DGRC consultants.
  • Seminars and workshops to discuss Revenue and Customs issues relevant to the Ministry of Finance.

There is probation period of three months.

Objectives The Budget Adviser will work closely with his/her counterpart, the Manager of Budget Coordination, in the National Directorate of Budget. Activities will involve a mixture of capacity building efforts and capacity support (operational activities) to contribute towards the development of a sustainable budget process with a sound policy basis and transparent documentation. This will include building the capacity of staff to manage the budget process (including the budget related outputs of line-ministries) but will also require, from time to time, the provision of capacity support in the actual day to day operations.

Selection Criteria

Education

  • Bachelor’s or master’s degree from a recognized institution in a field relevant to the position or equivalent work experience in the relevant field.
  • Experience
  • Experience in working in developing country Government Budget division is essential.

Other Qualities /Competencies

  • At least five years experience in a public financial work environment, within a central agency a Treasury or Budget Unit.
  • Ability to work with national staff to build cooperative and productive team and individual relationships (with national staff and other advisors), incorporating capacity building approaches.
  • Excellent oral and written communications and with good command of the English language. Fluency to communicate both verbally and written in Tetum and/or Portuguese would be an advantage. Willingness to undertake further language training in at least one of the two.

Capacity Building Competencies and Experiences

The Adviser should be familiar with the principles and techniques involved with adult learning, and understand capacity building methodologies. The adviser must possess excellent oral and written communication skills and be experienced in designing and providing on-the-job training. The adviser should be able to demonstrate experience in developing and delivering outcomes based capacity building activities, from the needs analysis stage through to execution, evaluation and analysis of ongoing support requirements.

Scope of Work

A. Core tasks

With counterparts, manage the day to day operations of Budget Unit:

  • Build the capacity in local staff to produce appropriate budget outputs, including the preparation, management and execution of an accurate and timely Budget
  • Build up the capacity of local staff to oversee the management of line Ministry budgets and build the capacity of the team to work closely with other areas of the Ministry in providing an integrated approach to line Ministries
  • Simplify budget systems for budget office and line agencies and assist with the integration of the MoF services to Line Ministries in the areas of budgeting, planning, treasury functions and procurement
  • Develop user friendly documentation outlining systems and processes in English (translated into local languages Portugal and Tetun) in particular revise the existing budget manual
  • Assist National Budget Directorate Office staff to provide advice to the GoTL on portfolio budget issues
  • Contribute to the development of a robust planning and budgeting system, while working towards the alignment and synchronisation of planning and budgeting processes
  • Support Budget Office staff to strengthen relationships between Budget Office and line ministries including facilitating regular consultation between stakeholders on Budget process and feedback sessions on Budget outcomes and execution data
  • In consultation with the Professional Development Program director, identify training needs for staff in the National Directorate of the Budget and Planning and develop strategies to secure the necessary skills needed to ensure the long term viability of the National Budget Directorate
  • Perform such other technical and inline functions as may be required by the Program Services Directorate or the Ministry of Finance.

B. Capacity building functions

  • The Adviser will be expected to incorporate the three pillar approach to capacity building in all aspects of his/her work with Timorese counterparts. The Adviser shall model transparency and accountability in his/her own behavior, and by focusing on development of skills and systems, together with support to behavioral and attitudinal change, the adviser shall help to build capacity:
  • Jointly with the Program Implementation Officer, develop an agreed capacity building workplan (based on the Adviser’s own workplan), to incorporate operational activities and capacity building into the core specific activities to be undertaken. Regularly review and revise the workplan;
  • Agree on specific tasks within activities for which national counterparts will be responsible; agree on methodology and monitorable indicators for assessing progress on agreed tasks, and for providing feedback to staff;
  • Increase, incrementally, the level and number of tasks for which national incumbents are responsible, commensurate with progress/improvements in technical and functional capabilities.

Key Deliverables

  • Assignment Workplan within four weeks of commencement
  • Assignment fixed Leave Plan within four weeks of commencement
  • Capacity Building Workplan within six weeks of commencement
  • Weekly progress report on the closure of carryover liabilities.
  • Reports and memoranda recommending required actions (including legal action)
  • Updated systems and processes for budget book presentation.
  • Monthly Progress Reports to the National Director of Budget and the DG for State Finances, copied the SMA for State Finances, against the Work Plan
  • End of Assignment report to the PIO no later than 10 working days prior to the end of contract

Performance Evaluation

  • Performance of the Budget Adviser will be assessed by the National Director of Budget and the SMA for State Finances in accordance with the performance review framework for advisors in place in the Ministry.
  • There is probation period of three months.

The Senior Budget Adviser will work to build the capacity of his/her counterparts, the Director of Budget Directorate and the Director of Planning (Expenditure Review). Activities will involve a mixture of capacity building efforts and capacity support (operational activities), aimed at building institutional capacity in the planning / expenditure review directorate, and contributing to the development of a budgeting system which encompasses a robust planning process. Key areas of focus include managing the integration of the work of the Planning / Expenditure Review Directorate with the Budget Directorate, working to enhance coordination and client focus in dealings with line ministries, and assist with the development of a strong and integrated planning and budget system. The Lead Adviser will also assist the National Director to coordinate the work of the other Budget Advisers

The position involves work with national counterparts to ensure that the following tasks are managed:

  • Where requested, report to and advise the Senior Management and on matters of budget design and execution;
  • Develop the management and leadership skills of the National Director, focusing in particular on:
  • clear comprehension of his core roles and responsibilities; - identifying how directorate workflows fit into these roles and responsibilities; - effective delegation; - realistic workload assessment and planning; and - inculcating some basic concepts of team-building.
  • Support the development and execution of the national budget in line with the budget guidelines;
  • Assist in the integration of the services provided by the Ministry to Line Ministries in the areas of budgeting, planning, treasury functions and procurement.
  • Build capacity within the budget and expenditure review units with a view to, over time, a greater percentage of the work of the units can be undertaken independently by national staff,
  • Build the capacity of local staff to oversee the management of line Ministry budget processes;
  • Support the development of new systems and processes as the budget design is gradually computerised onto the FMIS and devolved to line agencies;
  • Provide advice and support to the implementation of the performance budgeting element of the FMIS;
  • To instill and further develop a client focus culture in the budget and expenditure review units.
  • Provide advice on the budgetary impacts of various government initiatives to the Minister for Finance;
  • Provide holistic/ strategic advice on ministry issues, as requested; and,
  • In consultation with the Professional Development Program director, identify training needs for staff in the National Directorate of the Budget and Planning and develop strategies to secure the necessary skills needed to ensure the long term viability of the National Budget Directorate.
  • Perform such other technical and inline functions as may be required by the Program Services Directorate or the Ministry of Finance.

  • 20-month Assignment Workplan within four weeks of commencement
  • Managerial strengthening program for the National Director of Budget to be approved by the SMA and DG
  • Integration of services from MOF to line ministries.
