Background to the Position

JSMP, an independent, nationally-led NGO, was established in 2001 to monitor the East Timorese justice system's level of compliance with international human rights standards, particularly those relating to a fair trial, and to contribute to good governance practice.  In addition, JSMP aims to disseminate the information gathered and its assessments to the Timorese public, as well as to interested international observers. The broad objective of JSMPs activities is to contribute to the development of strong and transparent judicial and democratic systems through the production of constructive recommendations based on credible research.  In response to specific problems JSMP has also engaged in training of court actors, police and community groups, organized conferences and workshops and provides advice and assistance to victims accessing the justice system. 

The vision of JSMP is to be the foremost independent organization in Timor Leste that contributes to the development and improvement of the justice and legislative systems through objective monitoring, analysis, advocacy and training.

Job Description

The successful candidate will be part of the Women's Justice Unit (WJU) at JSMP. The central goals of the WJU are to use JSMP's expertise in the justice sector in Timor Leste to assess and report on the status of women, and provide training, advocacy and policy advice regarding legal issues affecting women in the formal justice sector. 
The International Advisor will work as an adviser to three East Timorese WJU Legal Officers, including the WJU Coordinator, under the supervision of the Director of JSMP.  The International Advisor will focus on building the capacity of East Timorese counterparts, particularly the WJU coordinator, in the following areas:
  • WJU project design, implementation and evaluation;
  • Managerial responsibilities;
  • Building networks with key stakeholders including donors, government and civil society;
  • Researching and writing reports, justice updates and press releases;
  • Coordinating monitoring of cases in the Timorese judicial system that involve issues of womens rights, both in Dili and in the districts; and
  • Planning, organizing and conducting training in the districts and in Dili.

As well as advising the WJU and its Co-ordinator, the International Advisor will also provide assistance to JSMPs Management team (Director and Deputy Director) in writing proposals for WJU projects (including project budgeting) and preparing regular project reports for donors.
 
Qualifications and Experience
 
The successful candidate will have the following qualifications and experience:
  • Minimum Undergraduate degree in Law;
  • Experience working in a development context;
  • Demonstrated knowledge of human rights law and international humanitarian law;
  • Knowledge of gender issues, including gender based violence and womens rights;
  • Preparedness to work in a cross-cultural environment;
  • Computer literacy;
  • Ability to work in a flexible, team-based manner;
  • Excellent oral and written communication skills;
  • Experience in community education/outreach training;
  • Knowledge of the history and context of East Timor generally and in particular of the East Timorese justice sector;

Language skills in Tetun, Portuguese or Bahasa Indonesian are desirable.  JSMP is a Tetun-speaking workplace.  It is therefore essential that the successful candidate possess a willingness to learn and work in Tetun.

The Judicial System Monitoring Programme (JSMP) was set up as an East Timorese NGO in early 2001.  Through court monitoring, the provision of legal analysis and thematic reports on the development of the judicial system, and outreach and information dissemination, JSMP is committed to the ongoing evaluation and strengthening of the justice and democratic systems in Timor-Leste. JSMP has established a small but important presence in Dili and is now seeking to contract someone to provide training to the staff of its Legal Research Unit.

Background to the Position
In 2010 JSMP is expanding its monitoring activities by establishing the Parliament Watch Project (PWP).  The aim of the PWP is to improve the quality of the legislative process by monitoring Parliamentary activities, providing legal analysis of draft laws, conducting workshops for the public and advocating for increased transparency, accountability and public participation in the legislative system.
The PWP will be run by JSMP’s Legal Research Unit and two additional staff members have been recruited to conduct PWP activities. Specifically, the Legal Officers will be responsible for monitoring and reporting on Parliamentary activities and legislative developments; providing legal analysis of draft laws; and conducting workshops for members of the public on draft laws and parliamentary processes.
Objects and Expected Outcomes of the Position
JSMP intends to contract a trainer to provide training to the staff of the LRU, particularly the two staff members who will be working on the PWP.  The training should be designed to enable staff to undertake the activities described above.
The training should cover the following topics:
  • The structure of the political system in Timor Leste, including the powers of different political actors (Parliament, President, Judiciary, Council of Ministers, President of Parliament etc);
  • The different processes of making laws in Timor Leste;
  • Laws and rules governing the functioning of Parliament, Government, Electoral processes and Political parties in Timor-Leste, eg Parliamentary Rules, enabling legislation, electoral laws, laws governing political parties;
  • General principles of constitutional law in Timor Leste and the ways in which the constitution governs the actions of parliamentary and other actors;
  • Principles of legislative analysis applicable in Timor Leste; and
  • History of the establishment and design of the democratic system in Timor Leste post independence.
Other topics that may be incorporated in training include:
  • Human rights relevant to the functioning of Parliament, for example political and civil rights enshrined in the ICCPR and the connection between those rights and, economic and social rights, (such as the rights to education and health);
  • Democratic principles, theory and history, for example theories of participatory democracy; and
  • International treaties ratified by Timor Leste that have an impact on political processes.
Training will be held over a period of several months (depending on trainer and staff availability). Training should be conducted in a practical workshop style, which incorporates activities, practice exercises and written materials including a Training Maunal. Training must be conducted in Tetun or Bahasa Indonesia.  The successful applicant will be expected to present a final Training Plan to JSMP before training commences.

Qualifications / Experience
The successful applicant must have the following qualifications / experience:
  • Undergraduate degree in law;
  • Experience working in an NGO and/or the government on human rights issues and legislative processes;
  • Experience analysing and/or drafting legislation
  • Familiarity with legislative processes in Timor Leste
  • High level interpersonal and oral and written communication skills
  • Experience working with international and domestic human rights standards
  • Experience in designing and providing training to national staff
  • High level of proficiency in written and spoken Tetun or Bahasa Indonesia

JSMP, Women's Justice Unit Evaluator, Deadline November 16, 2009.

Background to the Position

The Judicial System Monitoring Programme (JSMP) was established in 2001 to promote legal compliance with international human rights standards, particularly those relating to a fair trial, and to contribute to good governance practices in Timor-Leste. JSMP disseminates the information it gathers to both the Timorese and international community.

Since 2004, the Women’s Justice Unit (WJU) at JSMP has assessed and reported upon the status of women, provided policy advice regarding legal issues affecting women in the formal justice sector and developed resources on issues affecting women’s access to the formal justice system.
The WJU seeks to contract an external evaluator to assess the effectiveness, efficiency, relevance, and results of the WJU during the 2009 calendar year.

Objects of the Position
The WJU Evaluator will provide JSMP and external stakeholders with information that will:

  • determine the degree to which the WJU has fulfilled its objectives;
  • be constructive and useful for the cooperating parties by structuring experiences and providing lessons learned which can be used to strengthen and further develop the projects of the WJU; and
  • promote learning among both cooperating partners, as well as other relevant parties such as local authorities, local NGOs, and external donors.

Expected Outcomes of the Position

JSMP expects the Evaluator to conduct their work in three phases: preparation; data collection and interpretation; and feedback and reporting.

In the preparation phase, the Evaluator must, in consultation with internal staff and external donors, prepare an evaluation work plan and schedule, describe the projects’ goals and results, prepare project partners and draft an initial list of evaluation questions.

In the second stage of data collection and interpretation, the Evaluator must collect, analyse and interpret data, develop a final report outline and conduct an onsite debriefing for participants in the evaluation process.

The final phase of evaluation and feedback will consist of preparation, validation and distribution of the final evaluation report. The report is expected to be concise (approximately 30 pages). The Evaluator will also be expected to deliver an oral presentation on the report for all interested parties.
The final results of the evaluation must be submitted to JSMP by 30 December 2009.

Qualifications and Experience

The successful candidate will have the following qualifications and experience:

  • Experience in monitoring and evaluation of projects;
  • Familiarity with the justice sector in Timor-Leste;
  • High level of proficiency in both written and spoken English, and Tetum or Bahasa Indonesia;
  • High level interpersonal and oral and written communication skills; and
  • Excellent knowledge of gender issues.

JSMP Research Assistant Deadline "Urgent"

Introduction

South East Asia Regional Cooperation in Human Development (SEARCH) and Judicial Systems Monitoring Project (JSMP) are seeking a research assistant to assist in a participatory research project focused on engaging with children (aged 10-15) and their communities to explore violence from the perspective of children and in the context of children’s lives. This research will help to inform the development of tools to strengthen local capacity on the civic engagement of children and their communities, and in child protection and the broader promotion of human rights.

The project will work in partnership with other local NGO’s involved with children and children’s rights, and intends to build on the UN Study of Violence Against Children, the MSS Child Protection Networks and focal points and recent concluding observations of the Committee on the Rights of the Child on Timor-Leste’s 2006 periodic report. The project will also address issues of culture and violence, and the role culture can play in peace-building, child protection and human rights. Gender specific perspectives will also be explored.

Job Description

Working in close collaboration with an international researcher, the Research Assistant will be required to:
· meaningfully engage with children and communities
· co-facilitate and translate participatory sessions with children and their communities
· orally translate from English to Tetum and from Tetum to English, ensuring the voices of the children are captured
· translate written documents from English - Tetum
· ensure cultural sensitivity of research and research tools
· critically reflect and analyze discussions and data collected
· assist in the development of capacity building tools

The duration of the project is 4 months, and salary will be negotiated based on experience and expertise.

Qualification Requirements

EDUCATION
· Advanced University Degree in Social Sciences, Humanitarian Law/International Law, or other relevant discipline.

WORK EXPERIENCE
· Proven professional level experience in development and research related activities in the fields of child protection and development, human rights, and social protection. Strong facilitation skills and experience working with children and youth is a must.
· Proven analytical, conceptualizing and negotiating skills, relevant to human and social development would be a strong asset.

LANGUAGES
· Fluency in spoken and written English, Tetum and Bahasa Indonesia.
· Fluency in Fataluku is considered a strong asset

SPECIALIZED EXPERIENCE
· Good working knowledge of child rights (CRC) is considered an asset
· Strong understanding of cultural norms and traditions and how they relate to children, childhood and youth

OTHER SKILLS AND ATTRIBUTES
· Strong analytical and research skills, strong communication skills, ability to conceptualize and strategize around policies affecting children and youth.
· Ability to express clearly and concisely ideas and concepts in written and oral form in both English and Tetum
· Demonstrated ability to work harmoniously in a multi-cultural team and establish harmonious & effective working relationship both within and outside the organization.
· Proven ability to conceptualize, innovate, plan and execute ideas, as well as transfer knowledge and build capacities.
