General Overview of Position

UNFPA Timor-Leste has been providing support to the country since 1999. It is one of the UN Agencies committed and actively supporting the national government focusing on 3 Programs: Reproductive Health, Population and Development and Gender.  The RH program is providing support to the Ministry of Health through the Maternal and Child Health focusing on Safe Motherhood, Family Planning and Emergency Obstetric Care(EMOC). CO also supports BCC strategies of MoH working closely with MCH and Health Promotions Department.  Last year as sub recipient of Global Fund, it supported a local NGO(FTH) actively working on HIV prevention among FSW and MSM in terms of Management and Financial support. Currently UNFPA is supporting the HIV in Prison Project implemented by local NGO. As part of Reproductive Health – Adolescent Reproductive Health is a new endeavor of UNFPA CO. It was launched in late 2007 and activities started in 2008. It is for these three programs that UNFPA Timor Leste seeks an HIV/ARH /BCC National Officer.

PURPOSE OF THE POST:
Under the overall guidance of the Country  Representative and direct supervision of The Reproductive Health Officer of UNFPA Timor Leste Country Office, the incumbent will work closely with counterparts at the Ministry of Health - Maternal and Child Health Department, HIV Unit of the Communicable Disease Control Department, Health Promotions Department and the Ministry of Education Curriculum Development Directorate.

MAIN DUTIES AND RESPONSIBILITIES:
§  Effectively manage Adolescent Reproductive Health and HIV program component within the umbrella of RH Program. Assists in the development of the Youth Friendly Health Service National Guidelines and ASRH incorporation in the Secondary curriculum in the country.
§  Assists in the development of the Youth Friendly Health Service National Guidelines and ASRH incorporation in the Secondary curriculum in the country.
§  Actively participate  in  relevant thematic groups and meetings particularly the Country Coordination Mechanism Meetings and ARH/Health Education/BCC working group meetings available in the country and provide support to government counterparts in strategic policy discussion.
§  Assists the RH Program Officer in preparation of work plans and reports in areas of HIV/AIDS, ARH and BCC.
§  Work closely with government counterparts to ensure the availability of adequate capacities for an effective multi-sectoral response to HIV/AIDS which includes all key government partners at national, regional and district levels.
§  Support the development of strategic work plans for the attainment of government’s priorities in the areas of HIV/AIDS, ARH and BCC.
§  Assists in strengthen the monitoring system available in the Ministry of Health/Ministry of Education for periodically assessing the impact of interventions such as community dialogue and Focus group discussions.
§  Support the RH Program Officer in the management of performance indicators, routine administration, coaching of National ARH/HIV/BCC staff in MoH and help in identification of new strategic policy directions for ARH,HIV/AIDS and BCC as necessary.
§  Focal point in fostering linkages with other RH Programs like BCC, Safe Motherhood and Family Planning and other UNFPA Programs like Population and Development and Gender.
REPORTING DIRECT TO RH PROGRAM OFFICER

Organizational Context
Under the overall guidance and direct supervision of the Representative, the NPO- Monitoring and Evaluation prepares a M&E system for the country office and monitors and evaluates programmes and research activities on behalf of UNFPA Country Office (CO).

A successful programme envisages strong in-house capabilities for Analysis, Evaluation, Management Information and Monitoring. The CO is increasingly moving towards delivery of quality services and one pre-condition is availability of sufficient information and proper analysis of the data for improvement in the programme. The CO also undertakes researches either directly or through projects. It is important that all the researches are co-ordinated properly in order to achieve the maximum results.

Results –Oriented Functional Statement:
·         Ensure CO multi-year and annual planning of monitoring, evaluation, data collection and research activities using the CPAP M&E Calendar.
·         Ensure updating of the population and RH situation analysis including trends in key population indicators. Contribute to Devinfo and other joint UN data initiatives as relevant.
·         Ensure availability of programme performance monitoring data through development and updating of the CPAP Planning and Tracking tool; standardise, coordinate and jointly with CO programme staff analyse data collected during field visits;  coordinate the feed-back of data for improved programme implementation.
·         Contribute to Country Office performance monitoring by providing inputs to the COAR results achievement analysis and managing for results sections.
·         Coordinate the availability of high quality outcome and demonstration project evaluations. Working with individual programme staff (Program managers) the M&E staff: ensures that TORs are of high quality; ensures application of minimum standards for evaluation quality; ensures the dissemination of evaluation results among stakeholders and their use for improving programme implementation and design.
·         Manage activities to strengthen the M&E capacity of the Country Office staff and National Implementing Partners: Conduct training and knowledge sharing events; ensure CO staff and partners have access to UNFPA M&E resources and tools; ensure involvement of implementing partners and stakeholders in the conduct of monitoring and evaluation activities (joint field monitoring visits, participation in external evaluations etc.)
·         Promote communication and partnerships:  Provide technical advise on M&E to CO staff and national partners; provide syntheses of M&E results to CO management, key programme and operations staff and partners; draw on technical advisory services at APRO and HQ for support in developing the M&E capacity of the CO and partners.
·         Act as the UNFPA focal point for MDGs and UNDAF annual review and M&E activities

Job Requirements:
Academic Requirements:
Minimal Requirement Bachelor Degree but preferable Masters Degree in Statistics, Economics, Demography, Health Economics or other related Social Science/ RH field.

Experience:
At least 5 years professional experience preferably in programme/project monitoring and evaluation, MIS and research. Experience in writing papers and presenting research findings in professional meetings/seminars is desirable.

Languages:
Fluency in oral and written English and Tetum. Knowledge in Portugues and Bahasa Indonesia as an advantage.

Computer skills:
Proficiency in current office software applications. Including dBase management, analysis software like SPSS, EPI INFO and programming software like – Access, Fox Pro etc.

Background

The Government of Timor-Leste through the National Statistics Directorate (NSD) plans to conduct next Population and Housing Census in 2010. Already preparatory activities for the 2010 census have commenced with support from UNFPA. In abide to strengthen the census office and provide IT support to other UNFPA projects, UNFPA would like to recruit a qualified person to the above position. The person will be part of the Census Project Office based at the National Statistics Directorate. He or she will be responsible to the Chief Technical Adviser of Census Project.

Tasks and Activities – Specific tasks and activities include:
  1. Provide IT support to Census Project, NSD office, UNFPA office, RH project and Gender Project.
  2. Design and manage deployment of Information Technology systems including budgeting and planning for NSD; and all UNFPA supported projects and the office.
  3. Integrate Information Technology systems and ensure appropriate data security and access control, considering both local and wide area network as well the wireless connections.
  4. Develop technical specification needed to facilitate procurement of Information Technology systems equipment and services at the least cost possible and in keeping with rules and regulations of National Statistics Directorate and as well to UNFPA standard.
  5. Identify and test new software and hardware for improving and upgrading system performance, install any technology upgrades as required.
  6. Maintain inventory material and/or database of information, such as computer related equipment, communication equipment, website content, training materials, etc.
  7. Maintain systems and equipment by carrying out routine tasks as backing up data, monitoring network and systems, server and peripherals, running systems diagnostics, patch management and system organization, removing viruses and bad data, etc.
  8. Liaise with ICT staff from parent Ministry of Finance in maintaining standard network of all directorates of the ministry.
  9. Maintain National Statistics Directorate website, and regularly update its content as required.
  10. Provide routine training to the staff working with and under you
  11. Other related ICT assignment that may arise from time to time.

Qualifications and Experience

He/she should have the following skills, abilities and experience:
  1. Degree in Computer Science, or its equivalent
  2. Extensive training in ICT, network, website design and software upgrades
  3. At least 3 years’ professional experience working with ICT
  4. Good communications skills, including the ability to speak, read and write well in English.

Duty Station – Based at the National Statistics Directorate, Dili, with support to other UNFPA project census offices.

Background Information:

UNFPA works in partnership with the Secretariat of State for the Promotion of Equality in Timor-Leste to implement a large national programme to address gender-based violence (GBV). The main programme outputs currently include:
  • Final drafting, implementation of and socialization on the Law Against Domestic Violence;
  • Strengthening the capacity of the Secretariat of State for the Promotion of Equality and other national institutions, such as the national police force and the judiciary, to respond to GBV;
  • Strengthening and expanding an existing functional network of services for survivors of GBV (emergency medical assistance, shelter and trauma counselling, legal and other services) through technical support and funding to local NGOs;
  • Implementation of various strategies to prevent GBV, including a ‘Controlling Violent Behaviour Programme’ for prisoners and IEC strategies in addition to coordination of national events and campaigns.

The Programme Specialist will be responsible for managing and overseeing this programme using a multi-sectoral approach in collaboration with local and international partners.

Duties and Responsibilities:

Under the direct supervision of the UNFPA Country Representative, the Programme Specialist will be responsible for overall project management in collaboration with the Implementing Agency (The Secretariat of State for the Promotion of Equality) and perform the following duties:
  • Advise the Head of the Implementing Agency on various legal and policy developments related to GBV and broader gender issues in Timor-Leste as required;
  • Provide guidance and advice to the Implementing Agency on all substantive and administrative matters relating directly or indirectly to the programme;
  • Plan, implement and supervise all programme activities, including by all sub-contracted partners;
  • Select, contract and supervise the work of sub-contracted partners, consultants and programme staff to achieve overall programme objectives;
  • Supervise and provide on-the-job training to the programme staff members;
  • Develop and implement strategies for presentation of the national Law Against Domestic Violence to the National Parliament for final approval;
  • Plan and develop culturally appropriate strategies on the prevention of GBV, including conducting national campaigns and developing IEC materials and training manuals with counterparts, ensuring the involvement of all major stakeholders in the development of such tasks;
  • Develop, implement and monitor annual work plans and corresponding budgets relating to the gender component of the Country Programme and revise where necessary;
  • Collect, analyze data/information and present progress reports as required by the Implementing Agency and UNFPA, including relating to Mid-Term and Annual Programme Reviews;
  • Report to the Implementing Agency and UNFPA on possible constraints to programme implementation and recommend solutions to overcome challenges;
  • Liaise with the UN System, international and national NGOs and donor stakeholders on matters relating to GBV in projects, programmes and other activities in Timor-Leste with a view to coordinating activities and possible cooperation;
  • Support a comprehensive approach to physical protection issues, in particular those related to human rights abuse and GBV through participation in UN Technical Working Groups on gender/GBV, referral networks, protection, justice, and counter-trafficking;
  • Build capacity of local NGOs, civil society and uniformed forces by conducting extensive training courses on prevention of GBV and gender equity awareness.
  • Perform any other duty as assigned by the UNFPA Country Representative.

  • Field experience in complex emergencies, including humanitarian emergency response an asset;
  • Fluency in oral and written English essential;
