I.
Background
  1. Justice for the Poor Timor Leste (J4P-TL) was launched in July 2008 under the theme “Expanding Citizenship in an Expanding State”.  The two main fields of work under this program are: (i) state-building at the local level; and (ii) land and natural resource management.
  2. Under its local level state-building sub-focus, J4P examines the relationships between citizens, traditional institutions and the formal state, including an analysis of how each understands, defines, accesses, claims and enforces rights and entitlements to state-provided benefits.  Research is grounded in the ample literature on state-building and local level governance and provides practical analysis of how competing concepts of statehood and identity (national, sub-national, group, etc) impact conflict, stability, and development.
  3. Analytical activities seek to clarify the means of citizen-state engagement – whether directly or through intermediary authorities – as well as the relationship between centralized and decentralized state authorities, and state and non-state actors. Research will also examine how the government’s current methods of expanding state presence impact the state’s legitimacy and helps (or not) to meet citizen’s expectations.
  4. Research findings then seek to mainstream equity and conflict-sensitivity in the delivery of government services and programs and donor projects (World Bank and others).  This is achieved by providing applied policy advice, inputs into project designs, project  evaluations and the implementation of pilot activities, all informed by detailed social research.  The aim is to equip communities to express demand for services and to build the capacity of the state and non-state institutions to respond to the demand.

II. Upcoming Activities
  1. Beginning May of 2010, J4P will engage in a research activity with the Bank’s Social Protection (SP) unit to complement a nationally-representative survey examining social pensions for the elderly, the disabled and the Bolsa da Mae program (for female-headed households) executed by the Ministry of Social Solidarity.  The survey will be complemented by discrete qualitative field exercises to provide information on benefit access and dispute resolution, communication and program execution.  It is anticipated that the research findings will assist the team to design social accountability mechanisms for SP operations and decentralization reforms more generally.
  2. A variety of additional activities, both analytical and operational, are anticipated in the second half of 2010. These include dissemination of findings from research on community decision-making around development benefits conducted in partnership with the World Bank’s Social Development Unit (SDV) and Luta Hamutuk in 2009, continued input into the decentralization process, and possible work on dispute resolution and accountability mechanisms within development programs.
III. Duties and Responsibilities
  1. The Consultant will work on activities under the State-Building at the Local Level (SBLL) program focus. While additional activities may be added as new streams of work are launched, the main duties and responsibilities of the Consultant will be:

·         Contribute to the development of concept notes and research plans for J4P research;
·         Manage research and operational design activities together with local partners in government and civil society;
·         Plan, implement and monitor (together with local partners) SBLL research findings;
·         Participate in workshops, conference, and other forums, both in Timor-Leste and abroad, as appropriate and required.
·         Assist in the development and maintenance of a dialogue process involving Government of Timor-Leste officials, local non-governmental organizations, universities, research institutions, and other stakeholders;
·         Contribute to the development of work plans, research questions, field research guides, and other project documentation;
·         Review literature and legislation relevant to the program;
·         Other duties as required.

9.   Social Protection Research
·         Assist in the day-to-day management of a local partner institution;
·         Provide ongoing training and guidance to the research team on research methodologies, data management, and data analysis;
·         Monitor and mentor researchers during all project stages;
·         Independently manage field research in one or more project sites, including management of relations with the research partner, research team, and communities, collection of research data, analysis of findings, and organization and maintenance of program information and documentation;
·         Provide regular updates on interim research findings to the J4P team;
·         Assist in the preparation of publication-quality written reports on project findings;
·         Contribute substantially to the development of follow-on activities stemming from research, including a strategy for dissemination research results.

10.   Dissemination of J4P/SDV Findings
·         Assist in the day-to-day management of a local partner institution;
·         Provide substantial feedback on written products produced for dissemination;
·         Together with the partner institution and J4P-TL colleagues, ensure that dissemination activities are carried out as planned in research sites throughout Timor-Leste;
·         Together with J4P colleagues, maintain ongoing dialogue with the Ministry of State Administration, SDV, and other partners.

IV. Required Skills and Competencies

11. The successful candidate will possess some or all of the following skills and  competencies:
a.       Required:
·         University degree in anthropology, political science, or a relevant field from an internationally-accredited institution;
·         Ability to communicate clearly in written and spoken English and Tetum;
·         Proven work experience conducting research using qualitative methodologies;
·         Ability to build and maintain relationships with people from diverse backgrounds and work effectively in a team;
·         In-depth understanding of the social and political environment of Timor-Leste;
·         Willingness to work long hours under pressure to meet deadlines;
·         Independence, flexibility, and leadership skills;
·         Willingness to work in remote areas under sometimes difficult conditions, including on evenings and weekends where necessary.

  1. Desired:
·         Previous experience working with the Government of  Timor-Leste, local NGOs, or donor institutions on similar areas;
·         Experience training and mentoring a research team;
·         Previous experience in the areas of decentralization, social protection, community-driven development, and/or dispute resolution.

OPERATIONS ANALYST (GE)

The World Bank office in Dili, Timor – Leste, is seeking an Operations Analyst. The Operations Analyst will assist the Country Manager and the Senior Operations Officer, in close collaboration with the dedicated procurement specialist and financial management specialist to monitor the quality of Timor-Leste World Bank project portfolio. The Operations Analyst will also provide monitoring and liaison support to the Task Team Leaders in the Power Sector, or as assigned.

Specific tasks include:

Portfolio Quality Monitoring

  • In coordination with the dedicated procurement specialist and financial management specialist, monitor the quality of the Timor-Leste portfolio as well as compliance with World Bank procurement and financial management operational guidelines.
  • Prepare the portfolio performance reviews
  • Review and process operational documents, coordinating across disciplines and project components with other team members
  • Produce the monthly portfolio management data and report
  • Respond to ad hoc information requests from internal and external parties
  • Provide the financial management specialist and procurement specialist with necessary information in making procurement and financial management decisions, action plans included in aide – memoires, and fiduciary recommendations; follow up on such decisions and actions plan; participate in project preparation and supervision missions as necessary.
  • Provide the dedicated procurement and financial management specialist with necessary information for review and action compliance with procurement guidelines; participate in portfolio-wide procurement supervision missions.
  • Provide the dedicated financial management specialist with necessary information for review and action compliance with financial management guidelines: contribute to portfolio-wide financial management supervision missions.
  • Provide the dedicated procurement and financial management specialist with information to effect the organization of the yearly audit and post review of statement of Expenditure and procurement for the entire portfolio.
  • In collaboration with the World Bank office in Jakarta, oversee the processing of withdrawal applications by the Dili office disbursement team.
  • Oversee the proper filling of all disbursement, procurement and financial management documents.
  • Interact with counterparts in government and in a variety of international and other partner organizations, academia, etc.
  • Interact with counterparts within and across operational units, country management units, sector managers, up to Director or equivalent at HQ and in the field
  • Liaise with the Ministry of Finance for the continuous update of the Registry of the External Assistance,
  • In due time and after sufficient training, become the principal point of contact with the World Bank Department of Integrity for the Timor – Leste Office.

Power Sector Monitoring and Liaison

In addition to the above mentioned activities the Operations Analyst will provide local monitoring and liaison support for the growing portfolio of activities in the power sector that currently includes: Aliambata Gas Seep Harvesting project; the Energy Services Delivery Project, Technical Assistance for renewable energy and any future support program in the energy sector. Such support will include but not be limited to: monitoring of and liaison with the respective Timorese clients. The various activities will be carried out in close consultation with respective Task Team Leaders in the Energy and Mining Unit in the Bank HQ office.

Qualifications

· Master’s degree in accounting, business, engineering, or equivalent, or a university degree with 5 years relevant professional experience

· Professional experience in procurement of financial management

· Proficiency in written and spoken English and Tetum required; proficiency in spoken and written Portuguese and Indonesian language would be an advantage

· Impeccable personal integrity

· Pro-active and problem solver

Training

The incumbent Operations Analyst will receive considerable training in financial management and procurement as well as in project portfolio monitoring

World Bank's Justice for the Poor Program Timor Leste is looking for a Consultant.

The World Bank's Justice for the Poor program, together with the Timor-Leste National Statistics Directorate, conducted a module on justice as part of the 2007 extended Timor-Leste Survey of Living Standards. The justice component of the survey examined four interrelated issues:

(1) Community trust and decision-making;

(2) Knowledge and opinion of the law;

(3) Local institutions; and

(4) Dispute resolution.

A thorough statistical analysis of the collected data has been conducted, and the J4P team intends to produce written analyses of the relevant data, pairing statistical analysis with anthropological insight.

The team is therefore looking for a social scientist with substantial Timor experience to serve as a consultant for write-up of this data. The consultant will be responsible for producing 3 short, topical policy notes (approx 3-5 pages each) and one comprehensive report (approx 20 pages) based on the survey findings. The consultant will work lead the work, but will work together with the J4P team's survey analysis consultant, who will contribute sections of the report requiring quantitative analysis (including data tables, charts, etc). The social scientist will ensure that the data are explained in qualitative terms, including a discussion of their relevance in the Timor-Leste context and the potential impact of the findings on current operational and policy activities. In addition to the TLSLSx and TLSLS databases, the consultant will be expected to use relevant information from other surveys and reports on Timor-Leste.

The consultant will be expected to work remotely, with minimal supervision. In addition to extensive experience living or working in Timor-Leste, the ideal candidate will have the following qualifications:

· Degree in anthropology or a related field

· Record of publication-quality writing, including experience with policy-oriented writing

· Ability to work independently

· Basic understanding of statistics, and ability to read and interpret tables presenting statistical data

· Prior experience with survey analysis


In total, a consultant is needed for a maximum of 50 days between mid-October and late-December. This position is being recruited urgently, and applications will be reviewed on a rolling basis.

I. BACKGROUND:
Timor-Leste is a beneficiary of the Integrated Framework for Trade-Related Technical Assistance to Least Developed Countries (IF). The IF is a multi-agency, multi-donor program established in 1996 to promote the integration of the developed countries (LDCs) into the global economy. The work program starts with the preparation of a Diagnostic Trade Integration Study (DTIS) which analyzes both the internal and external constraints facing the country in increasing its integration into the global economy. The DTIS provides the analytical support for an action plan that identifies priority policy measures, investments, and technical assistance needs.

The Government of Timor-Leste (GoTL) has requested assistance from the World Bank to carry out their DTIS. To do this, the World Bank wants to recruit the services of a Business Environment Specialist with expertise in the fields of trade and competitiveness.

II. DUTIES AND RESPONSIBILITIES
The services of the consultant are required to (i) contribute to the DTIS chapter on Factor Inputs and the Business Environment and (ii) to contribute to the chapter on Trade Facilitation.

Activity I.Factor Inputs and the Business Environment
The consultant will contribute to this section that should help to prioritize business enabling environment issues specifically for the non-oil tradable sector and make recommendations on strengthening the public-private dialogue around these. The consultant will draw on the work done by the IFC to analyze the relative impact of the major business enabling environment issues on competitiveness in the non-oil tradable sector, particularly the extent to which they constrain exports.

This overall chapter will be focused on four key issues that constrain Timor-Leste’s trade integration, namely Business Environment for Trade, Labor Market Challenges, Land Access, and Critical Infrastructure Services. The consultant will draft the section on Business Environment for Trade, but will coordinate with the authors of the other sections to ensure adequate prioritization.

Business environment and institutional framework for trade and investment: This section will look at the regulatory framework of the business environment and the extent to which it constrains trade in Timor-Leste. Specifically, this section will look at the following areas:
•Legal framework, judiciary system, banking system, taxation, investment procedures and
investment promotion;
•Extent of trade liberalization expressed in General Agreement on Trade in Services (GATS)
terminology;
•Roadmap on options and modalities to introduce reforms in the regulatory framework aiming at
creating a competitive environment.

It is anticipated that the final product will be on the order of 5-10 pages and will provide a comprehensive picture of business environment issues in Timor-Leste.

Activity II. Trade Facilitation
This section will look at the critical trade facilitation infrastructure, services and the policies that constrain Timor-Leste’s competitiveness in the export sector. The consultant will be responsible for drafting the sub-chapter on Trade Finance which will be incorporated by another team member into a coherent final chapter. Specifically, this sub-chapter will look at the following issues:
•Access to financial services in Timor-Leste in various market segments;
•Profile of lenders and potential lenders to Timor-Leste and constraining factors to portfolio
expansion; and
•Capacity of the local market to access financial services for export products.

It is anticipated that the final product will be on the order of 3-5 pages and will provide a comprehensive picture of trade finance issues in Timor-Leste.

For both activities, the consultant will provide input into the DTIS consolidated action matrix detailing the following:
•Existing programs in the thematic area (development partner, government or otherwise).
•High priority reform areas and potential investments or projects that could be undertaken in
the thematic area to improve Timor-Leste’s competitiveness.

III. EXPECTED OUTPUTS
Specific outputs include:
•Contribution to DTIS chapter on Factor Inputs and the Business Environment.
•Contribution to the DTIS chapter on Trade Facilitation.
•Input into DTIS action matrix.
•Presentation of findings and recommendations to relevant stakeholders at the end of the main mission.

•Employ a combination of data analysis, interviews, and direct observation;
•Ensure that the views of private sector users (importers, exporters, investors) are fully taken into account;
•Review existing information available through various relevant studies and reports ;
•Ensure all findings and recommendations take into account existing and/or programmed initiatives;
•Work closely with other members of the DTIS team to ensure that the analysis and recommendations are aligned with the overall report.

V. TIMEFRAME
The main mission is targeted for October/November 2009 and work should be completed within 3 weeks of the end of the main mission.

VI. QUALIFICATIONS
The ideal candidate will possess all of the following characteristics:
•An advanced university degree in a relevant field.
•Extensive experience conducting reviews of business environments in comparable countries (prior experience in Timor-Leste least-developed countries would be highly valued).
•Strong English writing and editorial skills.

VII. MANAGEMENT
The consultant will be allocated 14 days to complete the work, approximately 7 of which will be spent in country on the Main Mission, and the remaining 7 of which will be spent completing final edits on the write-up.

The consultant will report to the Task Team Leader of the DTIS.

Labor Market Challenges: This sub-section will focus on the main bottlenecks contributing to Timor-Leste’s skills shortage and the high cost of labor in the country. The DTIS will analyze how best to fill this skills gap in the short-term and examine the extent to which the medium- and long-term efforts on education and technical training are beginning to generate results. Issues that will be considered will include the following:
• The impact of skill shortages on business expansion and achievement of scale, particularly in the agriculture sector;
• The extent of technology and skills transfer in the private export sector to date, and lessons learnt;
• Existing efforts to address the skills gap and their impact;
• Options for filling the skills gap in the short-term;
• Local capacity building efforts and needs for long-term human resource development.
• Institutional mechanisms for wage setting;
• Wage developments in Timor-Leste compared to neighboring countries and the impact on competitiveness and migration flows;

It is anticipated that the final product will be on the order of 10-15 pages and will provide a comprehensive assessment of labor market/skills gap issues in Timor-Leste.

The consultant will provide input into the DTIS consolidated action matrix detailing the following:
• Existing programs in the area of human resource development (development partner, government or otherwise).
• High priority reform areas and potential investments or projects that could be undertaken in this area to improve Timor-Leste’s competitiveness.

Program Assistant
General Description
The Human Development Unit at the World Bank is currently supporting health, education and social protection programs in Timor-Leste. The Human Development team is seeking a program assistant to support the implementation of the projects in health and education, working under the guidance of the health and education specialists.
In Timor-Leste, there is a high level of development assistance, especially in the Human Development (HD) sector. The World Bank manages several significant Trust Funds, which are grants from third parties. It also maintains close collaboration with development partners, including AUSAID, EC, NZAid, UNICEF, WHO and UNDP, among others.
The candidate is expected to contribute to the HD work program, with a focus on the health, nutrition, health system strengthening, population and district health programming, but with some assistance to the social protection and education. In particular, the candidate is expected to contribute in the following areas:
In addition to performing the full range of office support work within the team, a significant part of the job entails provision of some specialized support (e.g., database management, file management, document management, task management, major event/course planning, etc.). The Program Assistant (PA) will report functionally to the health and education specialists and will receive guidance and advice from the Task Team Leader and Sector Managers and Directors.

Job Purpose (summary of major job accountabilities)
• Provide primary assistance in the implementation of the human development unit's work program, including some specialized support in a specific area(s), data management, database management, file management, information technology, editorial assistance, etc.
• Provide assistance to supporting the procurement needs for the Health and Education programs including maintaining work flow and project time line databases, coordinating responses to no-objection letters and liaison/follow-up with Government counterparts.
• Identify and resolve issues/problems in program administration proactively, including interpreting existing procedures and processes and independently determining the appropriate application.
• Initiate and carry out improvements in work organization and effectiveness.
• Exercise quality enhancement function for project and other documents by ensuring adherence to departmental, regional and institutional guidelines.
• Attend line ministry meetings, sector meetings, working group meetings, drafts minutes, assist with translation/interpretation, and ensure timely clearance and distribution of documents.
• Serve as an information resource on status of project/products (e.g. procurement, disbursement, audit, trust fund/co-financing) and draft a variety of standard project-related correspondence.
• Monitor task budget/trust funds for specific projects on behalf of the team.

East Asia Pacific Enterprise Survey Initiative 2009
Timor-Leste

1. Background

The East Asia Pacific Enterprise Survey Initiative (the Initiative) is a World Bank Group (the World Bank) program that consolidates and standardizes the Enterprise Surveys (formerly the Investment Climate Surveys).

The World Bank aims to have implementing contractors use a standardize method to survey primarily the manufacturing and retail sectors in Indonesia, Philippines, Vietnam, Papa New Guinea, Lao PDR, Fiji, Samoa, Timor Leste, Vanuatu, Tonga, and Micronesia. By standardizing survey instruments, survey methodology and survey implementation, this significantly reduces measurement error and improves cross-country comparability. Indonesia, Philippines, and Vietnam will be surveyed following the standard Enterprise survey methodology for sampling. The rest of the countries, including Timor-Leste, will be surveyed using the Indicator Survey methodology in which the 150 interviews are distributed between manufacturing and services (75 interviews each).

2. Objectives
Through the Initiative, the World Bank aims to achieve the following objectives:
• To provide feedback from establishments on the state of the private sector in client countries;
• To provide statistically significant investment climate indicators that are comparable across countries;
• To assess the constraints to private sector growth and enterprise performance;
• To build a panel of enterprise data that will make it possible to track changes in the business environment over time, thus allowing, for example, impact assessments of reforms; and
• To stimulate systematic policy dialogue on the business environment and to help shape the agenda for reform.

2. Management Arrangements

The Initiative is managed by the World Bank out of the Enterprise Analysis Unit in Washington. Mekong Economics Ltd (MKE), based in Hanoi, is the managing contractor. Implementation of the survey will be managed from the MKE Office in Jakarta under the supervision of the MKE Indonesian Country Director (ICD).

3. Scope of Works

MKE is currently looking for six national staff including one (1) supervisor and five (5) enumerators to help implement the Survey in Timor-Leste.

A sample frame for Timor-Leste has been obtained from which the sample will be drawn. The World Bank will extract the sample and provide names of enterprises to be surveyed. The contracted staff will be responsible for contacting enterprises, screening their eligibility, carrying out interviews and reporting on progress.

The ICD will arrange for the questionnaires to be translated.

Five (5) days of training for implementing the questionnaire will be provided by the ICD after which time the survey will be piloted and finally, the survey implemented.

Data entry will be carried out by MKE in Hanoi.

4. Terms of Reference

Tasks to be completed by the staff will be as follows:

Supervisor and Enumerators

Screening Enterprises and Making Appointments
§ Send letters (drafted by MKE) to selected enterprises introducing the Indicators Survey
§ Screen Enterprises (contact over telephone or visit) and organize appointments
§ Maintain records of all enterprises contacted and their response to the request to participate in the survey (MKE will explain a weekly reporting form that will be used).

Supervisors

Coordination & Liaison
• Act as a coordination and liaison point, assisting with and informing the ICD and MKE Hanoi on progress as required.

Manage Enumerators
• Oversee a schedule of interview appointments
• Collect completed questionnaires from enumerators, review and identify any mistakes or missing data and coordinate correction of these including re-interviewing as require
• Oversee the maintenance of detailed records by enumerators of firms contacted, firms visited, appointments cancelled or changed, firm responsiveness, changes to the survey implementation plans, etc. are kept throughout Survey Planning and Implementation phases.
• Monitor enumerator performance at interviews by regularly attending interviews
• Mentor enumerators to improve performance as required
• Monitor enumerator performance and report non-performance to the Survey Manager
Training
• Participate in the 5-day full time training session led by the Indonesia Country Director
• Assist the CD in training and ensure that the training is understood by enumerators and any questions/concerns are raised during the training, prior to commencement of survey implementation
• Lead the piloting of the survey during the training week
Government Permissions
• Coordinate permissions from and participation of relevant government agencies
Work Management and Reporting
• Prepare templates for records keeping including forms for screeners (firms contacted, eligibility and availability of firms), supervisors and enumerators (firms visited, changes to appointments)
• Communicate with the ICD and and respond to questions, concerns, requests for progress updates
• Submit a weekly progress report to the ICD

Enumerators

Training
• Participate in the 5-day full time training session led by the ICD.
Data Collection
• Conduct survey interviews.
• Ensure surveys are completed in the manner instructed during the training session
• Keep detailed records of firms visited, changes to appointments and any other factors which change the survey implementation plan.
• Attend daily meetings with the Supervisor to discuss progress, plans and iron out problems
• Revisit any enterprises as directed by the Supervisor to collect more information as needed.

5. Skills & Attributes

Essential:
• National of Timor-Leste
• High organizational and communication skills
• Previous experience in survey work
• Availability for up to 30 days full-time starting during July 2009

Preferred:
• Proficiency in English
• Knowledge of local manufacturing and service industries
