JOB DESCRIPTION
Under the direct supervision of the Chief of Section, the incumbent will be responsible for:
Assist in monitoring political developments in the National Parliament, Government institutions, Office of the President, political parties, politically motivated interest groups and civil society organizations at the national and sub-national level; Assist in monitoring of electoral institutions and the electoral processes, including attending political party meeting, rallies, campaigns, demonstrations, voter and civic education activities and the actual elections themselves, with a view to observing and analyzing their political implications; Contribute to writing daily situation reports, weekly and monthly analytical reports and occasional thematic reports; Contribute to advising the Chief of Section on political developments through keeping a range of contacts amongst political actors, electoral staff, journalists, police and military personnel; Occasional travel to districts to monitor political developments at the sub-national level; Monitor and analyze the role of the media, civil society activities including church, NGOs and other groups; Other duties as required by the Chief of Section.

COMPETENCIES
Professionalism – Ability to identify political issues as they affect the mandate; analyze sensitive political problems; develop sources for data in-put for analysis. Communication - Ability to draft and orally communicate clearly and concisely in English. Planning and organizing – Ability to establish priorities and to plan, coordinate and monitor work. Team work – Good interpersonal skills and ability to establish and maintain effective working relations with international and national authorities with sensitivity and respect for diversity; including gender. Technological Awareness – Good computer skills; including proficiency in word processing in word processing, data management and internet search engines.

QUALIFICATIONS AND REQUIREMENTS
Education: University degree from an accredited University in Political Science or international Relations, International Economics, Law, Public Administration, or other related fields. Experience: 2 years of relevant work experience in diplomacy or work with an international organization; Ability to respect principles of confidentiality, neutrality and objectivity; Ability to prioritize work and meet deadlines; experience in working as part of a team, sometimes working under pressure.  Languages: Fluency in written and spoken Tetum; Excellent written and spoken English; Portuguese or Bahasa Indonesian desirable.

RESPONSIBILITIES:

Under the direct supervision the principal UNMIT photographer, the assistant photographer shall be required to perform the following duties: • Assisting in principal photographic coverage and documentation of the Mission’s activities. Assist in the design of specific print/web/digital photo montages for use by the Public Information Office (PIO) as well as other substantive units of the Mission and UN Department of Public Information (DPI). • Ensure the best quality of photographic products. • Help edit and archive photographs with specific data information for storage at Mission HQ. • Help provide UN DPI Photo Library with images of the Mission’s activities. • Work closely with photographer to provide the Mission’s Newsletter Editor and Webmaster imagery for their specific publications and products. • To undertake any other photography-related assignments, but not limited to, photo editing, photo research, maintenance and update of Missions’ Photo Archive and perform digital post production and photo processing tasks; • Help provide Mission stock images, liaison services, as well as technical support to international and local media organizations

COMPETENCIES:
Professionalism: Good understanding of the functions and organization of the work unit, and of the organizational structure and respective roles of related units; Knowledge of internal policies, processes and procedures generally and in particular those related to the communication, production and standard sources; Good applied technical and specialized skills in audio visual production and demonstrated ability to apply good judgment and discretion in the context of assignments given; Responsible for the accuracy of the source and content of pictures and also for the aesthetic quality thereof. Accountability: Photographic outputs/products can reflect positively or negatively upon the Mission. Great attention should be paid to the content of photo products used for external audiences. Communications: The incumbent is responsible for visual productions for the Mission, therefore good communication skills are needed for conducting interviews and for editing of visual material to ensure that the end-result communicates well; Ability to draft and edit a variety of correspondence and other communications in English; Demonstrated public relations skills.
Teamwork – Good interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.  Planning and Organization - Demonstrated planning and organizational skills; ability to handle multiple concurrent projects/activities; Technological Awareness: Fully proficient in the use of digital cameras and advance computer skills and use of relevant software and other applications; knowledge of Adobe Photoshop and other photo editing/archiving software technologies; Creativity: Ability to assist in the design, creation and delivery of new and effective communications products and services.

QUALIFICATIONS AND REQUIREMENTS:

EDUCATION: A Minimum of Secondary School Diploma; relevant professional training or equivalent certification in photography is required; EXPERIENCES: At least 4 (four) years of progressively responsible experience in the field of photography or in related field like video. Electronic/computer-based editing and design experience and the ability to work independently are necessary. Additional training/work experience in the field of photography in developing nations and/or post conflict situations with the UN, other international organizations, or NGOs is desirable; LANGUAGES: Fluency in English and Tetum is required, Portuguese and Bahasa Indonesia is desirable

JOB DESCRIPTION:
Performs a wide range of office support and administrative functions; Responds or drafts responses to routine correspondence and other communications; uses standard word processing package to produce a wide variety of large, complex documents and reports; Monitors processes and schedules related the unit’s outputs, products, tasks, etc.; where applicable, assists in the verification of receipt and accuracy of requisite documents, approvals, signatures, etc. to ensure compliance with relevant legal, financial and other requirements; Researches, compiles and organizes information and reference materials from various sources for reports, work plans, studies, briefings, meetings/conferences, etc; Generates a variety of standard statistical and other reports, work orders, etc., using various databases; Proofreads documents and edits texts for accuracy, grammar, punctuation and style, and for adherence to established standards for format; Screens phone calls and visitors; responds to moderately complex information requests and inquiries (e.g. answers requests requiring file search, etc.), and as necessary, refers inquiries to appropriate personnel for handling; Provides secretarial, administrative and logistics support to meetings, boards, committees, conferences, etc; Assists in the maintenance of websites by scanning, converting and posting a variety of documents onto the site; Assists in the preparation of presentation materials using appropriate technology/software; Maintains calendar/schedules; monitors changes and communicates relevant information to appropriate staff inside and outside the immediate work unit; Performs data entry and extraction functions; Reviews, records, distributes and/or processes mail and other documents; follows-up on impending actions; Updates and maintains large distribution lists; monitors, prepares and distributes various materials, reports, where possible using electronic formats; handles arrangement for printing and translation as necessary; coordinates shipment arrangements, courier services, etc; Performs general administrative tasks (e.g. leave and attendance recording, arrangements for meetings and other events, reservations, budget follow-up, etc.), to include preparing and/or processing administrative requests/documents (e.g. requisitions, purchase orders, travel requests, contracts, expenditure authorizations, visa applications, etc.); Maintains files (both paper and electronic) and databases for work unit; Assists in providing software and office equipment support; Provides guidance to less experienced staff on general office processes and procedures, computer applications, etc; Performs other duties as assigned.

EDUCATION: High school or equivalent diploma is required. EXPERIENCE: Minimum of four (4) years relevant working experience as an administrative assistant preferred; Familiarity with UN rules, regulations, administrative instructions and other related documents is desired. LANGUAGES: Candidate with good knowledge of speaking and writing in English Language and working with MS Office is preferable.
