Purpose:
Under close supervision of Education Officer, Learning Spaces, L2, the incumbent contributes to programme planning, administration, implementation and evaluation of the Learning Space Improvement Sub-project. This will include supervision of rehabilitation and construction of UNICEF supported schools and provide accurate measurements for the assigned sites.

Major Duties And Responsibilities:
·         Undertakes ongoing field visits to project sites for the purpose of orientation of communities to project activities and to gain familiarity local conditions. Prepares routine reports on results of visits and project progress.
·         Carries out on site inspection to monitor rehabilitation and construction activities done by the contractors and by communities and make the necessary inspection and tests to insure the best quality of works in compliance with the contract terms and conditions in each site assigned the Project Officer.
·         Collects and assembles data and background with regard to project implementation and provides updated information on project financial and administrative status for analysis and report purposes.  Analyzes project status and recommends appropriate adjustments.  Prepare tables, graphs or other statistical data for technical review/monitoring purposes.
·         Monitors the flow of supply and non-supply assistance to local communities.  Drafts supply and financial documentation.  Collect and record information on supply/non-supply inventory, distribution and utilization. Investigates queries regarding authorization, delivery or payments and follow up with Finance, Administrative, Supply and Programme staff on processing of payments, advances to governments and liquidation of accounts.  Ensures that activities are in accordance with plans of action.
·         Communicates with counterparts, local authorities and communities on project details.  Recommend courses of action to supervisor.
·         Undertakes arrangements for visits to project sites for government and other partners, which include providing information and briefing on project activities and status.
·         Drafts programme budgets ensuring accuracy and appropriateness of coding in accordance with PIDB system.  Drafts and issue updated status reports.

Requirements:
·          EducationUniversity degree in Civil Engineering or related technical field or Person with relevant and considerable work experience in Civil Engineering Project Management.
·          Experience: Up to three years of professional work experience in project implementation and administration including data collection and analysis. UNICEF experience is an asset.
·          Computer: Thorough knowledge of modern office procedures, ability to operate word processing and software.
·          Language(s): Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.

CONTEXT
Oxfam has been supporting development and humanitarian work in Timor-Leste for over 30 years and currently implements a mutli-sectoral program by working in partnership with civil society organisations, communities and government.  Three Oxfam affiliates (Hong Kong, New Zealand and Australia) have agreed to develop and implement a Joint Oxfam Strategic Plan with a single management structure as Oxfam International.  Oxfam Australia is the managing Oxfam affiliate.    The current program in Timor-Leste includes work towards four change goals – Economic Justice, Essential Services, Gender Justice and Rights in Crisis. 

SCOPE OF POSITION
This position will develop and lead Oxfam’s advocacy and policy work within Timor-Leste. The position will manage a portfolio of partnerships, principally at the national level, and will work together with civil society to achieve advocacy related goals. The position will help to define Oxfam’s policy related work, and also work together with Oxfam program teams to support advocacy work in Economic and Gender Justice. The position will contribute to the overall strengthening of civil society, active citizenship and good governance within Timor-Leste and will represent Oxfam at national level groups, forum and networks.

Organizational Context
Under the overall guidance and direct supervision of the Representative, the NPO- Monitoring and Evaluation prepares a M&E system for the country office and monitors and evaluates programmes and research activities on behalf of UNFPA Country Office (CO).

A successful programme envisages strong in-house capabilities for Analysis, Evaluation, Management Information and Monitoring. The CO is increasingly moving towards delivery of quality services and one pre-condition is availability of sufficient information and proper analysis of the data for improvement in the programme. The CO also undertakes researches either directly or through projects. It is important that all the researches are co-ordinated properly in order to achieve the maximum results.

Results –Oriented Functional Statement:
·         Ensure CO multi-year and annual planning of monitoring, evaluation, data collection and research activities using the CPAP M&E Calendar.
·         Ensure updating of the population and RH situation analysis including trends in key population indicators. Contribute to Devinfo and other joint UN data initiatives as relevant.
·         Ensure availability of programme performance monitoring data through development and updating of the CPAP Planning and Tracking tool; standardise, coordinate and jointly with CO programme staff analyse data collected during field visits;  coordinate the feed-back of data for improved programme implementation.
·         Contribute to Country Office performance monitoring by providing inputs to the COAR results achievement analysis and managing for results sections.
·         Coordinate the availability of high quality outcome and demonstration project evaluations. Working with individual programme staff (Program managers) the M&E staff: ensures that TORs are of high quality; ensures application of minimum standards for evaluation quality; ensures the dissemination of evaluation results among stakeholders and their use for improving programme implementation and design.
·         Manage activities to strengthen the M&E capacity of the Country Office staff and National Implementing Partners: Conduct training and knowledge sharing events; ensure CO staff and partners have access to UNFPA M&E resources and tools; ensure involvement of implementing partners and stakeholders in the conduct of monitoring and evaluation activities (joint field monitoring visits, participation in external evaluations etc.)
·         Promote communication and partnerships:  Provide technical advise on M&E to CO staff and national partners; provide syntheses of M&E results to CO management, key programme and operations staff and partners; draw on technical advisory services at APRO and HQ for support in developing the M&E capacity of the CO and partners.
·         Act as the UNFPA focal point for MDGs and UNDAF annual review and M&E activities

Academic Requirements:
Minimal Requirement Bachelor Degree but preferable Masters Degree in Statistics, Economics, Demography, Health Economics or other related Social Science/ RH field.

Experience:
At least 5 years professional experience preferably in programme/project monitoring and evaluation, MIS and research. Experience in writing papers and presenting research findings in professional meetings/seminars is desirable.

Languages:

Background

The Government of Timor-Leste through the National Statistics Directorate (NSD) plans to conduct next Population and Housing Census in 2010. Already preparatory activities for the 2010 census have commenced with support from UNFPA. In abide to strengthen the census office and provide IT support to other UNFPA projects, UNFPA would like to recruit a qualified person to the above position. The person will be part of the Census Project Office based at the National Statistics Directorate. He or she will be responsible to the Chief Technical Adviser of Census Project.

Tasks and Activities – Specific tasks and activities include:
  1. Provide IT support to Census Project, NSD office, UNFPA office, RH project and Gender Project.
  2. Design and manage deployment of Information Technology systems including budgeting and planning for NSD; and all UNFPA supported projects and the office.
  3. Integrate Information Technology systems and ensure appropriate data security and access control, considering both local and wide area network as well the wireless connections.
  4. Develop technical specification needed to facilitate procurement of Information Technology systems equipment and services at the least cost possible and in keeping with rules and regulations of National Statistics Directorate and as well to UNFPA standard.
  5. Identify and test new software and hardware for improving and upgrading system performance, install any technology upgrades as required.
  6. Maintain inventory material and/or database of information, such as computer related equipment, communication equipment, website content, training materials, etc.
  7. Maintain systems and equipment by carrying out routine tasks as backing up data, monitoring network and systems, server and peripherals, running systems diagnostics, patch management and system organization, removing viruses and bad data, etc.
  8. Liaise with ICT staff from parent Ministry of Finance in maintaining standard network of all directorates of the ministry.
  9. Maintain National Statistics Directorate website, and regularly update its content as required.
  10. Provide routine training to the staff working with and under you
  11. Other related ICT assignment that may arise from time to time.

Qualifications and Experience

He/she should have the following skills, abilities and experience:

GRADE: UG (equivalent to G6/1)The IOM Support to Disaster Risk Reduction in Timor-Leste project takes a comprehensive approach to strengthening the ability of Government actors at national and district level and local actors to better prevent, mitigate and manage disasters. This will be accomplished through institutional strengthening of national and district Government bodies to maintain or develop systems that can map, identify, prevent, reduce the impact of and/or respond to nationwide and localised disasters and support for disaster risk analysis, planning and response at community level.

Position Description
These Terms of Reference relate to the position of National Programme Counterpart on the project. The National Programme Counterpart will be supervised by the Project Manager. The role of the National Programme Counterpart will be to:
·         Support the development of institutionalized coordination and communication channels between DDMCs, NGOs and the National Disaster Management Directorate (NDMD) in all aspects of disaster risk reduction including prevention, mitigation, response and recovery; identify challenges in coordination and communication amongst stakeholders; and proactively recommend and implement solutions to such challenges
·         Assist NDMD and IOM in developing a monitoring and evaluation framework and conducting monitoring activities for Community Based Disaster Risk Management (CBDRM) programs in Timor-Leste
·         Support NDMD on organizing activities related to the CBDRM working group
·         Develop a monitoring framework and monitor the implementation of the Flexible CBDRM Fund through visits to the field and support to the relevant NGOs working under it.
·         Support the District Disaster Management Committee (DDMCs) to better coordinate with NDMD, international and local NGOs and other relevant stakeholders in order to become more operational and develop and implement disaster risk management plans
·         Identify, develop strong relationships with, and coordinate with national and international stakeholders operating in the area of disaster management including representatives of government agencies, humanitarian and development agencies and non-government organisations to ensure that IOM activities integrate effectively with other DRR programs.
·         Support staff at the NDMD in carrying out their duties, as directed by the Project Manager
·         The applicant would be required to work independently whilst reporting periodically to the Project Manager.

Duties/Responsibilities:

Under the overall supervision of the Head of Programme Unit, the National Programme Officer for Vulnerability Assessment and Mapping (VAM) will be responsible for the following duties:
·         Strengthen WFP knowledge base and understanding of food security and vulnerability issues at country level contributing to a better preparedness and response capacity to protect the lives and livelihoods of vulnerable communities that are at risk;
·         Ensure the use of such knowledge to inform WFP decision making as well as contribute to country level work of government counterparts, civil society organizations, bilateral donors and UN agencies;
·         Contribute to the establishment and maintenance of a food security and vulnerability monitoring system to detect changes in the food security and vulnerability situation of populations at risk;
·         Develop information products to support decision making during the pre- intervention period such as contingency planning and emergency needs assessments as well as support operational planning including project design, implementation, monitoring and evaluation phases of the WFP programming cycle;
·         Strengthen the operational capacity of WFP staff to conduct food security assessments and analysis at the Country and Sub-Office levels;
·         Lead and/or participate in food security and vulnerability assessments and monitoring and other joint assessments;
·         Analyze geographic patterns of food insecurity and vulnerability by integrating primary food security data with other sources of data in the Geography Information Systems (GIS) environment;
·         Participate in the design and implementation of WFP programmes with particular emphasis on situation and response analysis, defining the role of food assistance and providing recommendations on targeting of such assistance along geographic, sectoral or socioeconomic lines;
·         Provide technical support and guidance to the establishment, maintenance and analysis of project monitoring and evaluation systems to assess changes in the food security and vulnerability status of particular population groups (i.e. beneficiaries and non-beneficiaries) so as to support WFP programming decisions;
·         Participate in the analytical work of the UN Country Teams and provide inputs on food security related components of the UN Common Country Assessments (CCA), United Nations Development Assistance Frameworks (UNDAF) and Poverty Reduction Strategy (PRS);
·         Participate and support the broader national level discussions and policy/strategy development for food security, poverty reduction and achieving the Millennium Development Goals (MDGs);
·         Foster partnerships with government and civil society that build upon and strengthen existing capacities for vulnerability analysis. Build effective collaboration between WFP units as well as other relevant agencies;
·         Transfer skills and develop sustainable capacity in food security analysis and information management systems in relevant government institutions and local partners;
·         Supervise staff and ensure that all staff are adequately trained in order to achieve high working standards;

Mapping Services
·         Preparation of maps that graphically represent findings from comprehensive food security and vulnerability analyses, thematic studies and food security monitoring.
·         Preparation of maps that support other country-level operational functions central to WFP programming, e.g. logistics.
·         Preparation of maps that provide an inventory of local resources and capacities, i.e. infrastructure, personnel, NGO services, that can complement WFP operations.
·         Preparation of thematic, i.e. analytical, maps for WFP partners in government, civil society and UN system agencies, and to support WFP advocacy activities.

Qualifications:
·         Bachelor’s degree in any one of the following disciplines is required: Economics, Environment, Agriculture, Geography, Development Studies, Social Sciences, Statistics, Anthropology, or Nutrition.
