Context
Peace Dividend Trust fosters and implements innovations in peace and humanitarian operations. We are a non-profit foundation dedicated to making aid missions more efficient, effective and equitable, delivering a stronger peace and a larger peace dividend.
Only a small fraction of contracts for goods and services in Timor-Leste are awarded to local companies. International organizations active in Timor-Leste source most goods and services abroad, or through large international companies operating in Timor-Leste. With an innovative approach, PDT is working together with local businesses, associations and international buyers located in Timor-Leste to increase local procurement in order to benefit the local private sector and economy.
Responsibilities and Duties
· Develop a communications strategy/marketing plan that increases the visibility of Peace Dividend Trust and the Timor-Leste Marketplace project to two key stakeholder groups: international buyers and local vendors.
· Direct research on market-related topics including key sectors and sub-sectors in Timor-Leste, procurement procedures of international buyers, and other relevant business development topics.
· Manage advertising, the “Buy Local” promotional campaign, and events such as vendor fairs and conferences.
· Develop innovative ways to promote local procurement through social media.
· Oversee corporate messaging, including talking points, written materials, and success stories.
· Represent PDT among the international buyer community and at other key events as required.
· Perform other duties as assigned by the Country Director.
Reporting Lines
Reports to the Country Director and coordinates with key staff as required.
Qualifications
• Fluency in English and Tetun is required. Experience in translation would be an asset.
• Minimum of 3 years work experience.
• University degree in a relevant field. Master’s degree preferred.
• Experience working with small and medium enterprises in Timor-Leste.
• Experience in marketing, particularly in the use of social media.
• Excellent communication skills (written and oral) as well as networking skills.
• Demonstrable experience in the organization of large scale events such as conferences and trade fairs.

TERMS OF REFERENCE
Marketing Research of Sanitation in Timor-Leste
Background
The Government of Timor-Leste, RDTL, has committed to the Millennium Development Goal target for sanitation which states the need to halve the number of people without access to improved sanitation by 2015. Ministry of Health and Ministry of Infrastructure with the support of the Rural Water Supply and Sanitation Program (RWSSP) have identified the need to implement a marketing approach to sanitation to stimulate and scale up the demand and supply of sanitation in order to reach the MDG targets and ensure sustainable use of household toilets.
The purpose of this consultancy is to support RWSSP activities in the Ministry of Health, as related to the RWASH sector. RWSSP is funded by the Australian Government Aid Program.
The consultancy has four specific objectives/tasks:
1. Research and document BCC/IEC materials and interventions that have been used/implemented in Timor Leste by NGOs, ministries interventions, other… to support the promotion of healthy WASH behaviours.
2. Research and document how gender has been integrated into WASH programs in Timor Leste to gain understanding of best practice initiatives
3. Research and document all sanitation and hygiene products used in Timor Leste
4. Develop an illustrated catalogue (flipbook) of sanitation and hygiene products to be used with women and men of rural communities
The consultancy will be a joint project between a lead consultant and a counterpart. The lead consultant will be responsible for the completion and submission of the indicated deliverables. The counterpart will be responsible for assisting the lead consultant in conducting research activities and with any translation needs.
Deliverables of the consultancy
1. Formative research report on WASH BCC/IEC material and interventions used in Timor (English)
2. ‘Snapshot’ research report on initiatives in gender and WASH
3. Illustrated catalogue/flipbook of sanitation and hygiene products (Tetum)
Timeframe
The selected consultant will have 4 weeks (20 working days) to submit the deliverables as defined above.
Required Lead Consultant Competencies
· Experience implementing WASH programmes, including a strong understanding of the following WASH areas:
o Low cost / appropriate sanitation technologies
o Sanitation Ladder
o WASH Behaviour Change Communication
· Demonstrated commitment and experience in promoting gender equity
· Strong spoken and written English
Required Counterpart Competencies
· Experience in conducting qualitative research (in-depth interviews)
· Strong skills in spoken and written translations between English and Tetum

Scope of Work
Position: Local Gender Specialist
Duration: Until Project end
Project: Strengthening Property Rights in Timor-Leste, USAID-funded, implemented by ARD, Inc.
Project Background:
Working in close cooperation with the Ministry of Justice and the Direcção Nacional de Terras, Propriedades e Serviços Cadastrais (DNTPSC), this 5-year project is providing support to the Government of Timor-Leste in the area of land and property. The project’s objectives include: 1) Strengthening Policy, Law and Regulations; 2) Developing Land Administration and Information Systems; 3) Resolving Disputes; and 4) Increasing Public Awareness.
The Project comprises 5 tasks in the pursuit of the objectives noted above; 1) Public Information Awareness / Increased Transparency; 2) Land Policy Laws and Implementing Regulations; 3) Support to a National Land Commission (NLC); 4) Land Administration (Cadastral, Registration and Land Titling System); and, 5) Dispute Resolution, Mediation and Processes for Competing Claims to Land.
As the Project continues to expand, there is a strong need continually to monitor and evaluate project activities, processes and policies for effectiveness and improvement.
Reporting:
The Gender Specialist will be based in Dili and report to the Chief of Party and the Deputy Chief of Party.
ACTIVITIES OF THE LOCAL GENDER SPECIALIST
· Work closely with the project’s Partners to implement public information awareness activities for targeted groups of women and men (e.g. developing brochures, conducting informational seminars, participating in other outreach activities highlighting gender issues as necessary);
· Monitor and evaluate gender-disaggregated data to determine progress toward increased awareness of gender issues of both GOTL staff and key beneficiaries, men and women;
· Work with the legal team to ensure that the gender-differentiated concerns of men and women with respect to fair and equitable property rights, access, and control of land are adequately identified and addressed within relevant legal frameworks;
· Provide advice and support to the GOTL in the context of developing institutional capacity to address gender equity in legislative reform;
· Work with key personnel in the development of processes that ensure men’s and women’s land and property rights in the land claims/land administration process are recognized and appropriately acknowledged and protected;
· Work with key personnel to ensure that processes developed in the context of conflict prevention, mediation and reconciliation appropriately target and support disadvantaged groups (in particular, the rights of women);
· Do all other reasonable things required to integrate and mainstream gender within the above Tasks.
CONDITIONS
The work station for this position is Dili. However, regular travels to the assigned district(s) will be required.
Desirable Requirements:
- Post secondary educational qualification;
- Experience working in related Gender activities;
- Strong planning, analysis and report writing skills;
- Fluency in Tetum and good knowledge of Indonesian is required; English fluency will be an asset;
- Computer literacy required;
- Previous experience working for an international organization would be an advantage.
Personal qualifications:
- Good communicator;
- Timely, professional and hard working;
- Team player with good inter-personal skills.

5. The Organization
Triangle GH is a French Organization of International Solidarity that has been implementing activities in Timor Leste since 2005 in the fields of water & sanitation and psychosocial activities.
Today, Triangle GH is conducting a psychosocial project that aims at providing support to the communities of Becora through capacity enhancement of the Youth Centre and support to various activities in the aldeias of Becora.
Triangle GH also stands as the water sector lead for the District Water Supply, Sanitation & Hygiene Services (DWASH) Program whose objectives are:
- to strengthen government ability to deliver water supply, sanitation, health and hygiene, and natural resource management (NRM) services;
- to achieve measurable improvement of health, productivity, and environmental conditions in rural Timor-Leste.
- to strengthen the capacities of the civil society (community and National NGOs) in the fields of water, health and hygiene, sanitation and natural resources management
6. The Job
The water facilitator-technician will be assigned to the DWASH program.
Under the direct supervision of Triangle GH District and Dili program coordinators and District Water Engineer, the Water facilitator-technician main responsibilities will be to:
ü Support and train the national water NGOs working for the DWASH program to implement the activities related to the water sector:
o Rehabilitation/Construction works: bring technical expertise, supervise the works and ensure that the works are progressing according to the schedule and fit with the designs and quality standards
o Respect the planning and the designs agreed upon
ü Be responsible for material and program equipment on site;
The Water facilitator-technician will be at the threshold between being a trainer, a coach, a supervisor and an implementer.
7. Skills required
- Good knowledge and experience in implementation of construction and supervision works: pipeline and civil engineering (Reinforced concrete, formwork…)
- Capacity to manage a team (NGOs’ staff and community workers)
- Driving license (motorbike)
- Computer skills (Word, Excel, AutoCAD, Epanet) is a plus.
Personal characteristics:
- Flexibility required (flexibility in terms of working days and hours, nature of the tasks, evolution of the program ….)
- Ability in managing simultaneous tasks/operation sites
- Willingness to learn other skills
- Sense of discipline, rigorous
