Fundasaun Mahein (FM) is seeking: Office / Finance Manager

Open for Timorese citizens only.

The Office Manager will act as the senior administrative and finance officer for the newly established National NGO “ FM”.  This position will manage and administer the human resources, financial, IT and procurement systems required to support the programme activities of FM.  At present its primary activity is the development of civil society and citizen participation in the process of determining policy, legislation and budgets for the Timorese security sector. Terms of Reference

At the direction, and with the support, of the Executive Director, or his/her deputy, the tasks of the Office / Finance Manager will include the following:
Administrative, Management and Financial Tasks:
  1. Establish financial, human resources, procurement and IT systems for FM’s office and programmes.
  2. Manage and implement the above mentioned systems in support of programme activities.
  3. Establish and maintain files pertaining to the above systems, both in electronic, hardcopy and online formats.
  4. With the advice and assistance of the Executive Director Financial donor reporting requirements.
  5. Provide financial reporting services for donor reports.
  6. Assist in the recruitment of, and oversee the work of support and administrative staff.
  7. Oversee the maintenance and security of the FM Office.
  8. Other appropriate tasks as agreed with the Executive Director.

Reporting lines
The Office / Finance Manager, will work closely with and report to the Executive Director tor or the Deputy or delegated representative.

Qualifications
The candidate will demonstrate the following qualifications and experience:
  • A relevant undergraduate degree with a preference for administration and management disciplines.
  • A minimum of 3 years experience in a similar position, either in the private or non-profit sector.
  • A demonstrable understanding of donor agency practices and requirements of grantees.
  • Experience with basic MS-Office programs such as Word, Excel, PowerPoint,  etc. Financial software skills desirable.
  • Strong organizational and supervisory skills and experience.
  • Good interpersonal skills and team working ability.
  • Fluent in Tetum, knowledge Indonesian and English desirable.
  • Strong character references are mandatory as the post require handling of funds.

Location: Dili, Timor-Leste.
Duration: Probationary term of two months, with extension up to one year and beyond.

General Overview of Position
UNFPA Timor-Leste has been providing support to the country since 1999. It is one of the UN Agencies committed and actively supporting the national government focusing on 3 Programs: Reproductive Health, Population and Development and Gender.  The RH program is providing support to the Ministry of Health through the Maternal and Child Health focusing on Safe Motherhood, Family Planning and Emergency Obstetric Care (EMOC). CO also supports BCC strategies of MoH working closely with MCH and Health Promotions Department.  Last year as sub recipient of Global Fund, it supported a local NGO (FTH) actively working on HIV prevention among FSW and MSM in terms of Management and Financial support. Currently UNFPA is supporting the HIV in Prison Project implemented by local NGO. As part of Reproductive Health – Adolescent Reproductive Health is a new endeavor of UNFPA CO. It was launched in late 2007 and activities started in 2008. It is for these three programs that UNFPA Timor Leste seeks an HIV/ARH /BCC National Officer.

PURPOSE OF THE POST:
Under the overall guidance of the Country  Representative and direct supervision of The Reproductive Health Officer of UNFPA Timor Leste Country Office, the incumbent will work closely with counterparts at the Ministry of Health - Maternal and Child Health Department, HIV Unit of the Communicable Disease Control Department, Health Promotions Department and the Ministry of Education Curriculum Development Directorate.

MAIN DUTIES AND RESPONSIBILITIES:
·         Effectively manage Adolescent Reproductive Health and HIV program component within the umbrella of RH Program. Assists in the development of the Youth Friendly Health Service National Guidelines and ASRH incorporation in the Secondary curriculum in the country.

·         Actively participate in relevant thematic groups and meetings particularly the Country Coordination Mechanism Meetings and ARH/Health Education/BCC working group meetings available in the country and provide support to government counterparts in strategic policy discussion.
·         Assists the RH Program Officer in preparation of work plans and reports in areas of HIV/AIDS, ARH and BCC.
·         Work closely with government counterparts to ensure the availability of adequate capacities for an effective multi-sectoral response to HIV/AIDS which includes all key government partners at national, regional and district levels.
·         Support the development of strategic work plans for the attainment of government’s priorities in the areas of HIV/AIDS, ARH and BCC.
·         Assists in strengthen the monitoring system available in the Ministry of Health/Ministry of Education for periodically assessing the impact of interventions such as community dialogue and Focus group discussions.
·         Support the RH Program Officer in the management of performance indicators, routine administration, coaching of National ARH/HIV/BCC staff in MoH and help in identification of new strategic policy directions for ARH,HIV/AIDS and BCC as necessary.
·         Focal point in fostering linkages with other RH Programs like BCC, Safe Motherhood and Family Planning and other UNFPA Programs like Population and Development and Gender.

QUALIFICATIONS:

ACADEMIC:
1.      University Degree in Social Science, Nursing or Medical Doctor
2.      Masters Degree will be an advantage

POSITION TITLE: Computer Management Assistant

SUMMARY OF DUTIES:
This position is located within the Executive Office, USAID/Timor-Leste. Under the direct supervision of Computer Management Specialist, the incumbent acts as first-line of IT helpdesk by providing computer support services which is including computer user assistance and training, support of Microsoft Windows base servers and desktop PCs, Microsoft office suite, software installations and troubleshooting, applications support and development. Keeps helpdesk logs and reconciles helpdesk reports. The incumbent serves as property custodian for non-expendable IT properties. Develops and maintains databases that track IT inventory, IT purchase orders, IT procurement activities, and other IT related services and functions included provides technical support services to the Office Chief, DILI staff and TDYers and other non-presence missions. Together with the Computer Management Specialist, ensures that the IT resources are used efficiently and ethically in accordance with agency regulations.

Major Duties and Responsibilities:

A.     Technical Support (35%)   
Provides the full range of IT helpdesk support to the Office Staff and DILI staff, TDYers and occasionally contractors to maximize IT systems utilization and increase office productivity. Assists staffs who are using word processing, spreadsheet, database management, presentation, and graphics & imaging software, telephone assistance, on-site IT technical assistance, answers to queries, software installation and reinstallation, update and fixes. Coordinates matters consideration, resolution or decision to his Supervisor.

B. Computer System Access and Account Management       (10%)  
Generates and maintains Computer System Access and Termination Requests forms and other end-user profiles.
Establishes computer setup and user account system for USAID/Timor-Leste staff, TDYers or contractors in conformance with USAID rules and regulation.

C. Installation, Repair and Maintenance    (25%)    
Performs remedial maintenance services such as diagnosis and correction of IT Systems malfunctions or failures, replacement of defective parts and thereafter the testing to determine that the IT systems are in working condition. If repair is not feasible, recommends disposal of the said IT systems to Computer Management Specialist.

D. Web Site Development and Maintenance        (10%)  
Updates, designs and develops mission's intranet web pages and maintains the mission’s web server. Assists Computer Management Specialist in evaluating, recommending and testing new web technologies.
Keeps abreast of web related applications and technologies.

E. Server Room Operations      (10%)         
Maintains updated system security documents like: computer room visitors' log, USAID Computer Systems Access and Termination Requests Forms, USAID Automated Information System Access Agreement and User Access list.
Operate and manage the backup system and perform tape cartridges re-inventory of Robotic Library.

F. IT Office Support and IT Training Coordinator   (10%)  
Prepares and submits standard requisitions for IT related items, IT services, computer hardware and software.
Serves as Custodian of laptops, notebooks, video tapes, tutorials diskettes, TV, portable TV/video player and recorder, electronic projection screen, overhead projector, software and training materials responsible for its safekeeping, scheduling, usage and log files.

Desired Qualifications:
Education:  B.S. degree in Computer Science and/or Engineering is required. 
Prior Work Experience:  At least four (4) years working with all aspects of computer administrator system and WAN/LAN operations are required, at one year of Windows 2003 suite and Windows XP administration.   At least one year of such experience must have been in operating computers, providing PC support, and performing programming work. Organizational Context

Under the guidance and supervision of the Assistant Country Director, Planning, Monitoring and Evaluation Unit (ACD PME), the Monitoring and Evaluation Analyst contributes to the effective implementation of the evaluation policy, ensures that minimum monitoring and evaluation requirements for the Country Programme and projects are met and participates in the conduct of thematic and crosscutting evaluations.  The Monitoring and Evaluation Analyst ensures that objective evaluations are designed and implemented to assess the country programme relevance, effectiveness, efficiency, impact and sustainability of results; evaluations carried out in a credible and systematic manner; evaluation lessons and recommendations are used for programme design; contribute to implementation of UNDAF priorities and results.

The Monitoring and Evaluation Analyst assists ACD PME regarding evaluation approaches and methodologies, ensuring that UNDP meets the minimum requirements for monitoring and evaluation, including the conduct of mandatory outcome evaluations.

The Monitoring and Evaluation Analyst works in close collaboration with the Management Support, Programme and Operations Teams in the Country Office (CO), UNDP Evaluation Office staff and Government officials to ensure that thematic, programme and project evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.

Duties and Responsibilities
 
1. Ensures the implementation of evaluation policies and strategies, focusing on achievement of the following results:
  • Participation in the planning, preparation and management of thematic, country programme/project evaluations and other types of evaluations conducted in the Country Office.
  • Promotion of evaluation standards, quality assurance/control and capacity development in the Country Office.
  • Contribution to the evaluation workplan, including identification of topics, and projects/programme to be evaluated.
  • Coordination of specific evaluation missions for development projects, sectoral/thematic evaluations or desk evaluations/studies on selected sectors/themes

2. Ensures effective coordination of the evaluation process in the Country Office, focusing on achievement of the following results:
  • Draft Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight.
  • Guidance on UNDP evaluation policies, procedures and practices to programme managers, UNDP CO staff concerned with evaluation, consultants and/or members of the evaluation team.
  • Provision of the technical advice at the design stage of programmes/projects setting up a framework with defined indicators at the design stage to facilitate the evaluation at the later stages.
  • Preparation of analytical documents on areas evaluated, effectiveness and impact of UNDP programme
  • Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan.

3. Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:
  • Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader EO knowledge management efforts, disseminated in learning events and channeled into decision-making processes;
  • Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
  • Collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues.
  • Participation in the conduct of results-oriented monitoring and evaluation training efforts in the Country Office.

Required Qualifications:
  • Bachelor Degree or equivalent in International Relations, Political Science, Economics or related social sciences. Master’s Degree in the relevant areas would be an asset.
  • 4 years of relevant experience at the national and international level in international development issues.
  • Experience in project management in the development areas. Experience in monitoring and evaluation with a background in the analysis of socio-economic issues and related policy matters is an asset. 
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.
  • Fluency in English. Working knowledge of Portuguese or Tetum or Bahasa Indonesia is an asset.
