Search for Common Ground (SFCG) Timor-Leste, a non-profit, independent, secular, non-government organisation dedicated to conflict transformation, is seeking three media and community development professionals to work as Team Leaders on our youth and media programs. Search for Common Ground Timor-Leste is a representative office of SFCG, whose mission is to transform how individuals, organisations and governments deal with conflict - away from adversarial approaches and toward cooperative solutions. SFCG’s headquarters are in Washington, DCUSA and Brussels, Belgium.
POSITION: TEAM LEADER, Media & Youth
LOCATION: DILI (with extensive travel throughout Timor-Leste)
CONTRACT PERIOD: 12 MONTHS (with possibility of extension)
START DATE: APRIL 2010
STATUS: FULL TIME
Key Responsibilities:
Program planning, implementation, monitoring, evaluation, reporting and partnership
Support development of peace-building radio content, production, and distribution, training materials and partnerships related to the media and youth programs
Maintain positive relationships with relevant stakeholders (partners, NGOs, media placement agencies, donors, etc.)
Participate in new program development and fundraising, and help with coordination of program meetings, program planning, development of human resources, and budget review and analysis
Qualifications:
·2-4 years experience in implementing youth or media programs, particularly radio
·Experience in developing curriculum and content for formal/informal educational purposes
·Experience in production of public media (radio, print, etc)
·Excellent multi-cultural communication skills; substantial NGO/INGO experience a plus
·Possesses strong initiative; able to work independently and as member of a team
·Excellent gender awareness and analysis
·Computer skills including Word, Excel, Internet and email
·Fluent in Tetum. English, Portuguese and/or Indonesian an asset. Willingness to travel.

II. Organizational Context
Under the overall guidance of the Head of PRE Unit and direct supervision of the Programme Analyst, the Programme Associate ensures effective delivery of the CO programme by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations.
The Programme Associate works in close collaboration with the operations, programme and project staff in the CO and UNDP HQs as required to exchange information and support programme delivery.

qCollection, analysis and presentation of background information for preparation of CCA, UNDAF, CPD, CPAP, effective application of RBM tools and establishment of management targets (BSC).
qPresentation of background information for formulation of country programme, draft project documents, work plans, budgets, proposals on implementation arrangements.
Provides effective support to management of the PRE Unit focusing on the achievement of the following results:
qCreation of a project in Atlas, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project.
qProvision of guidance to the executing agencies on routine implementation of projects.
qPresentation of information for audit of DEX projects, supports implementation of audit recommendations.
qUndertakes project visits to conduct monitoring and/or random audits and ensures compliance with project workplan and/or UNDP operational regulations and procedures.
qAdvises and guides project personnel and staff on financial, administrative and reporting procedures (recruitment, procurement) under different execution modalities. Maintains and monitors project inventories and files.
Provides administrative support to the PRE Unit focusing on achievement of
the following results:
qReview of DEX projects Financial Reports; preparation of non-PO vouchers for development projects.
qMaintenance of the internal expenditures control system, which ensures that vouchers processed, are matched and completed; transactions are correctly recorded and posted in Atlas.
qTimely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
qCreation of requisitions in Atlas for development projects registers of goods receipt in Atlas.
qMaking budget check for requisitions, POs and vouchers.
qDraft Correspondence relating to programme areas; clarifies, follow up, respond to the request for information, complies, researches background material for use in discussion and briefing session.
4. Supports resource mobilizationfocusing on achievement of the following results:
qAnalysis of information on donors, preparation of donors’ profile.
qTrack and reporting on mobilized resources. Review of contributions agreement, managing contributions in Atlas.

qOrganization of event, workshop, meeting, study tour and other project related activities. Complies and circulate related documents, takes meeting minutes, draft TOR for project activities.

VI. Recruitment Qualifications
Education: Secondary Education, preferably with specialized certification in Accounting and Finance. University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement
Experience: 5 to 6 years of progressively responsible administrative or programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language Requirements: Fluency in English and language of the duty station.
Under the guidance and supervision of the Assistant Country Director, Planning, Monitoring and Evaluation Unit (ACD PME), the Monitoring and Evaluation Analyst contributes to the effective implementation of the evaluation policy, ensures that minimum monitoring and evaluation requirements for the Country Programme and projects are met and participates in the conduct of thematic and crosscutting evaluations. The Monitoring and Evaluation Analyst ensures that objective evaluations are designed and implemented to assess the country programme relevance, effectiveness, efficiency, impact and sustainability of results; evaluations carried out in a credible and systematic manner; evaluation lessons and recommendations are used for programme design; contribute to implementation of UNDAF priorities and results.
The Monitoring and Evaluation Analyst assists ACD PME regarding evaluation approaches and methodologies, ensuring that UNDP meets the minimum requirements for monitoring and evaluation, including the conduct of mandatory outcome evaluations.
The Monitoring and Evaluation Analyst works in close collaboration with the Management Support, Programme and Operations Teams in the Country Office (CO), UNDP Evaluation Office staff and Government officials to ensure that thematic, programme and project evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.
Duties and Responsibilities
1.Ensures the implementation of evaluation policies and strategies, focusing on achievement of the following results:
qParticipation in the planning, preparation and management of thematic, country programme/project evaluations and other types of evaluations conducted in the Country Office.
qPromotion of evaluation standards, quality assurance/control and capacity development in the Country Office.
qContribution to the evaluation workplan, including identification of topics, and projects/programme to be evaluated.
qCoordination of specific evaluation missions for development projects, sectoral/thematic evaluations or desk evaluations/studies on selected sectors/themes
2.Ensures effective coordination of the evaluation process in the Country Office, focusing on achievement of the following results:
qDraft Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight.
qGuidance on UNDP evaluation policies, procedures and practices to programme managers, UNDPCO staff concerned with evaluation, consultants and/or members of the evaluation team.
qProvision of the technical advice at the design stage of programmes/projects setting up a framework with defined indicators at the design stage to facilitate the evaluation at the later stages.
qPreparation of analytical documents on areas evaluated, effectiveness and impact of UNDP programme
qFollow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan.
3. Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:
qIdentification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader EO knowledge management efforts, disseminated in learning events and channeled into decision-making processes;
qContribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
qCollaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues.

Required Qualifications:
Bachelor Degree or equivalent in International Relations, Political Science, Economics or related social sciences. Master’s Degree in the relevant areas would be an asset.
4 years of relevant experience at the national and international level in international development issues.
Experience in project management in the development areas. Experience in monitoring and evaluation with a background in the analysis of socio-economic issues and related policy matters is an asset.
Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Fluency in English. Working knowledge of Portuguese or Tetum or Bahasa Indonesia is an asset.

GENERAL DESCRIPTION OF JOB:
Under the guidance and direct supervision of the IT Manager, the IT & Communications Associate provides support in execution of ICT services in the CO, provides daily technical support to users of information management tools and technology infrastructure.
The IT & Communications Associate works in close collaboration with the operations programme and project teams in the CO and UNDP HQs staff for resolving ICT-related issues.
Duties and Responsibilities
1.Ensures implementation of ICT strategies and introduction/implementation of new technologies focusing on achievement of the following results:
qCompliance with corporate information management and technology standards, guidelines and procedures for the CO technology environment.
qProvision of support to the use of Atlas functionality for improved business results and improved client services.
2.Ensures effective functioning of the CO hardware and software packages focusing on the achievement of the following results:
qMaintenance of equipment and acquisition of hardware supplies makes routine repairs and change of hardware electronic components.
qRegular maintenance and cleaning of IT equipment (PCs, printers, scanners, computer peripherals, LAN wiring etc.
3. Ensures efficient networks administration focusing on achievement of the following results:
qAssist in the administration of the physical set up of the wireless LAN, including hardware and software such as Cisco routers, satellite modems.
qAssist in installation, configuration and maintenance of DNS server (LINUX) mail server and Microsoft based web server, file and print web server, file and print server and Proxy server.
qResponds to user needs by providing trouble shooting and help desk assistance to all staff members in the CO as well as agency staff connected to the LAN system
qTimely LAN Infrastructure and Internet connectivity upgrade to meet UNDP requirements.
4. Ensures efficient telecommunication systems focusing on achievement of the following results:
qOptimal performance of the telecommunication system (HF and VHF Satellite, switchboard and fax systems) including preventive maintenance; anticipation of requirements of spare parts; coordination with Operations for the timely procurement and delivery of spare parts.
qInventorying of all telecommunication equipment including warranty information and service records
qUpgrade of existing equipment or recommendations for new communications equipment and facilities; preparation of and review of equipment specifications
5. Provides administrative supportfocusing on achievement of the following results:
qPreparation and/or review specifications for IT equipment, maintain a roster of IT equipment supplies and IT service providers;
qCoordinate with Operations Unit for the timely delivery of equipment and spare parts

QUALIFICATION AND PROFESSIONAL EXPERIENCE:
Secondary Education with specialized training in IT. University Degree in Computer Science would be desirable, but it is not a requirement.
§5 to 6 years of working experience in network administration and use of hardware/software, telecommunications facilities, PC hardware troubleshooting, and knowledge of database packages.
§Fluency in the UN and national language of the duty station.
