TOR - CENSUS PUBLICITY ADVOCACY OFFICER –
(INTERNATIONAL OR NATIONAL POST)

The Government of Timor Leste is scheduled to undertake her second Population and Housing census in July 2010. The main objective is to collect the benchmark information on demographic, economic and social characteristics of the population. It will also collect information on housing conditions and household amenities. Preparatory activities are already underway at National Statistics Directorate (NSD) which is the implementing agency. The nature and magnitude of the census requires that all stakeholders of the census process and more be provided with correct and timely information on the census process routinely. The NSD is therefore seeking for the services of an experienced person to be in-charge of publicity, advocacy, awareness creation and public relations of the 2010 National Population and Housing Census. The PAO will be a member of the Census Project Office. He/she will report to the Chief Technical Adviser – Census Project under the overall supervision of the Director of National Statistics Directorate. 

GENERAL REQUIREMENTS

a) Communication and advocacy strategic planning skills:   The PAO should be able to articulate clear and measurable communication and advocacy objectives, and establish coherent strategies, plans and activities to achieve them. In particular, he/she should be able to design communication strategies to reach the all audiences.

b) Knowledge of print, electronic and traditional media: The PAO will be expected to work with professionals in the print, mass and electronic media from the government-controlled and privately-owned media institutions. He/she should also have know-how to utilize modern and traditional media to reach all parts and groups of people in the country.

d) Knowledge of large scale operations: Experience in designing and implementing publicity, dissemination and public relations strategies for large scale national activities will be an added advantage. Being conversant with protocols of the Government and development partners is another added advantage.

e) Personal qualities: The PA/PRO must be dynamic, self-motivated and demonstrate high initiative. As the job will involve some travelling in many parts of the country, the individual must be energetic and in good health.

SPECIFIC TASKS
  • Implement the activities contained in the Census Publicity and Advocacy strategy document;
  • Initiate and oversee the design of census publicity & advocacy materials;
  • Work closely with Census Office, media personnel and Publicity committees on ways of developing and passing over appropriate messages/news on census;
  • Orchestrate newsworthy events and arrange for their coverage by the print, mass and electronic media, including the rural newspapers, community radios and FM radio stations;
  • Prepare press kits, statements and releases, organise press conferences and briefings to inform and educate the media/all stakeholders about progress made and significant events;
  • Organize and assist in facilitating training workshops for media personnel
  • Organize and assist in facilitating briefings for policy makers, key political leaders, legislators, religious leaders, private sector, etc.
  • Arrange for key senior government officials to expound the census issues on various forum.
  • Undertake other assignments as directed by Director NSD, CTA Census Project and/or Census Office.
     
QUALIFICATIONS
  • Masters degree in communication studies or journalism, additional trainings in social sciences is an advantage. 
  • At least 6 years working experience in development communication or journalism at national or international level.
  • Understanding of population & development and, census process, or in undertaking a large scale national exercise is added advantage.
  • Good communications skills, especially in English. Knowledge of Tetun, Portuguese and Bahasa Indonesia is an added advantage.
  • Be of good health as the post involves working for long hours and travelling out of Dili frequently.

We are currently seeking a Chief of Party for an upcoming multiyear program in East Timor. The program will focus on conflict mitigation, peace-keeping and reconciliation. The position is contingent on ACDI/VOCA being awarded the activity and will be based in East Timor.
Regional and national candidates will be given priority.

Responsibilities:
  • Provide overall leadership, management and general technical direction for the entire program.
  • Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments.
  • Monitor and approve overall project allocations and expenditures.
  • Ensure project achieves monitoring and evaluation plan targets.
  • Maintain strong relationships with home office, donor personnel, partners and collaborators and other associated stakeholders.
  • Represent ACDI/VOCA and the project to the public and donor community.

Qualifications:
  • Minimum of master’s degree in a related field is required.
  • Minimum of five years’ experience managing and leading international development programs, especially programs related to conflict resolution and capacity building with local governments and NGOs.
  • Strong management skills with ability to oversee activities in remote locations.
  • Strong knowledge of conflict resolution methodologies.
  • USAID experience preferred.
  • Experience in East Asia is highly preferred.

  2. Governance: justice, security, law, human rights, civic education, elections, the law-making process, state institutions, decentralization and government administration.

Job Description

Each researcher investigates and reports on the activities of international organizations, foreign and Timor-Leste governments and other institutions operating in Timor-Leste. La'o Hamutuk is a non-hierarchical organization where staff members share responsibility and coordination for all activities, and decisions regarding the organization are by consensus. Therefore, researchers also carry out administration and logistics-related activities within the organization, including working collaboratively with other staff and advisory bodies to develop and implement the organization's work plan.

We need:
  • Experience in international development work and/or policy research, with the ability to present information clearly in written and oral form
  • Strong commitment to making the development process in Timor-Leste more democratic, participatory and transparent
  • Experience as a political activist and/or human rights advocate
  • Experience and knowledge of areas of monitoring cited above
  • Facility in written and spoken English and Tetum, with willingness to become fluent. Portuguese also desirable.
  • Strong organizational and computer skills
  • Ability to work cooperatively and creatively in a multi-cultural setting
  • Commitment to share skills and help build other people's capacity
  • Knowledge and understanding of the history and politics of Timor-Leste
  • Experience living and working in a developing country; interest and capacity to live simply

Main Functions:
Under the supervision of UNFPA Country Representative, the Personal Assistant will perform the following functions:

·         Arranges appointments and maintains UNFPA Representative calendar, receives visitors including high-ranking officials.
·         Prepares briefing materials for UNFPA Representative for use on official trips or special meetings;
·         Arranges official receptions given by UNFPA Representative;
·         Organizes and draft minutes of staff meetings including meetings of Senior Management Group;
·         Maintains and supervises overall office filling system
·         Screens incoming correspondence, assigns file references, register/route and attach necessary background information
·         Prepares informal translation and may act as interpreter and prepare minutes of meetings as assigned
·         Allocates daily work schedule of UNFPA Representative’s driver

·         Draft routine correspondence memoranda and reports via oral instruction or other available information sources, in accordance with standard office procedures
·         Performs other duties as required

Qualifications:
·         Candidate must be nationals of Timor-Leste and must have at least completion of secondary school or preferably with the Bachelor Degree.
·         Minimum three (3) years of relevant working experience as secretary
·         Proficiency in Microsoft Word, Excel, and Power Point
·         Excellent interpersonal communication skills and ability to work independently as well as in a team
·         Thorough knowledge of office procedures and protocol
·         Proficiency in English (verbal and written), knowledge of Portuguese and working experience with UN agencies would be an asset
