Responsabilidade

EDUCATION DEVELOPMENT CENTRE (EDC)

Education Development Center Inc. (EDC), a US-based, non-profit education research and development organization, is implementing the USAID Prepara Ami ba Servisu (PAS) program in Timor Leste. This program provides young, minimally-educated rural men and women with a workforce preparation program that combines off-the-job instruction with on-the-job training.

We are currently seeking dynamic and qualified person for the following positions:

1. Program Assistant

Work closely with Program Team and the International Technical Advisor to achieve the two objectives of the PAS program: increasing the ability of youth to earn a livelihood and building the capacity of local NGO partners to deliver work readiness programming.

Specific duties:

· Responsible for all logistical and administrative support required by Program Staff

· Assist the Curriculum Team in delivery of trainings and provision of high quality curriculum

· Assist the Work Experience/Accompaniment Team in the creation of high-quality work experience and guidance of youth during the accompaniment phase of the program.

· May be asked to assist the Monitoring & Evaluation Associate with data entry

· Ability to translate from English to Tetum a plus

2. Grant Associate

The Grant Associate will be working closely with the local partners to ensure financial and administrative compliance of sub-grantees are attained. This includes review and monitoring of the monthly financial reports of the local partners including but not limited to the review of receipts, vouchers, cash forecast and liquidation. Occasional trips to districts may be necessary for site visit and monitoring.

The successful candidate should have at least 2-3 years relevant experience from reputable organization. Attractive remuneration awaits the right candidate.

3. Information Technology Associate or Specialist

This is a senior position responsible to improve and maintain the IT infrastructure for PAS program. This includes providing reliable IT support to all PAS personnel in Dili including server maintenance, network management, data base management and troubleshooting of general IT issues on daily basis.

The successful candidate should possess academic qualification in IT, with 2-3 years experience as IT Officer or Associate from reputable organization. Attractive remuneration awaits the right candidate.

For the above position, candidates must be Timorese citizens. Candidates must have a working knowledge of English (reading, writing and speaking) and must speak Tetun and/or Bahasa Indonesian.

The Deputy Country Director - Programs (DCD-P) will manage the joint Oxfam program in Timor-Leste. The DCD-P will ensure effective coordination and learning between thematic and district based teams and partners and provide leadership on capacity building strategies for communities, partners and Oxfam program staff. The DCD-P will directly input into program development strategies, provide strategic direction for the program and ensure high quality monitoring, evaluation, learning and reporting.

A minimum five years experience in designing and leading high quality, integrated rural development programs and demonstrated experience in leading, coaching and mentoring a diverse team is required. Plus a relevant degree (Masters preferred) and proven success in coordinating and integrating thematic work and teams into one coherent program with impacts at multiple levels.

The Deputy Country Director - Operations (DCD-O) is a senior management position, managing the four key areas of Oxfam’s operations in Timor-Leste; Finance, Administration, Logistics and Security. The position will provide leadership and management of all four of the operations functions and will ensure that effective capacity building takes place, both internally and with partners.

At least three years experience in a senior management position is required; including a demonstrated ability to manage and mentor a diverse team across finance, logistics, information technology and administration.

An accredited accounting degree, CPA/CA or equivalent is essential, as is extensive experience in project accounting and demonstrated ability to contribute to strategic and operational planning.
