Assembly and Testing
Training Content
• On-the-job Training (OJT) to understand the concept of and acquire ability to read part numbers and assembly drawings
• Assist on the assembly of components and sub assemblies starting from simple components such as frames and structures, valves, tools etc. Candidates learn to perform tests on assembled components.
• Candidates who show potential to progress will be assigned additional responsibility such as participate in assembly of surface and subsea X’mas trees and involve in Factory Acceptance Test of such equipment.

Requirements:
Min. US Junior High School Cert or IELTS equivalent

Logistic and Material Handling
Training Content
• OJT to understand logistic fundaments such as Stock Keeping Units, receiving and issuing of materials, computerised tracking, cycle count etc.
• Involve in the day to day operation in warehouse and logistic operations.
• Candidates with aptitude will be further trained to operate the computerised material control system.

Requirements:
Min. Pre-university US Year 12 or IELTS equivalent

Technician and Service Engineering
Training Content
• First be trained as Assembly and Testing personnel.
• Upon completion of basic assembly and testing training, candidates will be exposed to basic drilling technology, routine drilling operation, rig safety etc through self study and classroom courses.
• Candidates will also be exposed to standard operation required on surface X’mas trees and product specific training depending on their discipline of study.

Engineering
Training Content
• Attach to the Subsea Engineering Services group and will gain exposure to oil field engineering through day to day operation such as disposing production non-conformances, assist FMC engineers in calculations, design, manufacturing and testing supports etc.

Requirements:
Min. Bachelor of Engineering (Mechanical/Electrical/Electronics)

Training allowance would be provided during the 12-month training period.

  1. Background:

Timor-Leste ratified the United Nations Framework Convention on Climate Change (UNFCCC) in January 2007. As part of its obligations under this Convention, Timor-Leste must develop its National Adaptation Programme of Action for Climate Change. The NAPA is an 18-month project and has been developed by the Government of Timor-Leste (State Secretariat for Environment) and UNDP. It will be implemented by UNDP for the Government of Timor-Leste, under supervision and with direct involvement in implementation of activities by the Secretariat of State for Environment.

The NAPA aims to setup an institutional structure for the development of the Action Plan, to identify the vulnerability of Timor-Leste to climate variability and the adaptation measures necessary to address these. These should inform the production of an Action Plan for Adaptation to Climate Change, with priority actions clearly identified. This project will work in parallel to other projects being developed under other conventions and agreements to which Timor-Leste is now party.

To ensure adequate coordination and implementation of this project, UNDP is looking for a National Project Manager to take up the following duties and responsibilities.

B. Duties and Responsibilities:

The National Project Manager will be responsible for overall management of the project and will be working under the direct supervision of the National Director for International Environmental Affairs (NDIEA) and the Programme Officer, UNDP Poverty Reduction and Environment Unit. He/she is expected to perform the following functions:

§ Supervise and coordinate the production of project outputs as per the project document;

§ Maintain good communication, coordination with Government counterparts, donor agencies, NGOs and communities;

§ In coordination with the National Directorate for International Environmental Affairs and the Environment Section (UNDP), review and update the overall project work plan and budget allocation;

§ Participate in the preparation of TORs and organize interviews for selection of candidates for short term consultancy missions;

§ Provide necessary guidance and technical support to Consultants in performing their functions;

§ Organise and facilitate Project Steering Committee (PSC) and Project Working Committee (PWC) meetings; and any other meetings with Government Counterparts, NGOs, communities and other stakeholders;

§ Keep regular monitoring of the progress of the project and take corrective actions to ensure that the project is achieving expected outputs within the given timeframe and budget;

§ Prepare monthly progress updates, Quarterly and Annual reports to the GoTL, GEF and UNDP;

§ Supervise project personnel in conducting Administrative and Logistical functions and ensure timely and effective implementation of project activities;

§ Certify and monitor the delivery of financial and non-financial resources;

§ Ensure that project assets are properly recorded and used for implementation of the project;

§ Produce a terminal report to the GoTL, GEF and UNDP; and

§ Perform any other functions as required by the project.

  1. Qualification, Competencies and Professional Experience:

· A university degree in environmental sciences, natural resource management or other relevant academic and professional qualification.

· Proven extensive experience and technical ability to manage a project and good technical knowledge in the fields related to Climate Change, participatory approaches and environmental conservation.

· Strong background in project administration and management.

· Strong experience in organizing meetings, workshops and writing reports in English.

· Good interpersonal and communication skills.

· Ability to work as a team.

· Good organizational skill.

· Strong computer skills especially for Word Processing, Spreadsheets, and Power point.

· Good oral and written communication skills in English and Tetum (Portuguese and Bahasa Indonesia are highly desirable).

· Knowledge of UNDP project implementation procedures, including procurement, disbursements and GEF reporting and monitoring is highly preferable.

Project Title: Strengthening Early Recovery for Comprehensive & Sustainable Reintegration of IDPs (SERC)

Organizational Context:

In support of IDP return and within the framework of the Trust Building pillar of the National Recovery Strategy (NRS), the Ministry of Social Solidarity and UNDP are implementing the project “Strengthening Early Recovery for Comprehensive and Sustainable Reintegration of IDPs (SERC)”.

Within the infrastructure component, UNDP is recruiting four (4) National Engineers to work under the coordination of the International Engineer in community infrastructure projects.

Under the overall guidance of the CTA-Project Manager and the direct supervision of the International Lead Engineer and the National Deputy Project Manager, the National Engineer will support the identification, design, planning, and supervision of more than 30 community infrastructure projects (about 20 Sucos in Dili and 10 in other Districts).

The positions will be located at the Ministry of Social Solidarity and will also be assigned to conduct field works in Dili and other Districts. The National Engineers will report to MSS and UNDP Management through the International Engineer and CTA-Project Manager of SERC Community Infrastructure Project.

Duties and Responsibilities:

q Conduct pre- and post project assessment surveys, including measuring sites, mapping infrastructure gaps (services and facilities) and assessing the required interventions (e.g. rehabilitation of roads and sewage systems, improving communal water access, rehabilitation of sport and other public facilities, construction qualities/building stabilities etc);

q Assist the Team in the preparation of project documents, including visual presentations for: (i) participatory planning workshops, (ii) project fact sheets, (iii) design and planning community infrastructure projects, and (iv) documentation required for obtaining legal documents (tenure certificates, building permits) from the concerned authorities.

q Work together in translating design concepts and drawings into working documents for:

(i) Tendering and contracting (Tender documents for design and build contracting, including plans, facade, volumetric perspective or axonometric views, Bill of Quantities with description of particulars and technical specifications ( building materials, quality and safety standards, special features, etc)

(ii) Construction works (Tender Documents for contracting only, including Bill of Quantities with plans, perspective/axonometric views and if required further 3-D visualizations, Detailed Engineering.

Design, interior and landscape design, with description of particulars and technical specifications (building materials, quality and safety standards, special features, etc)

q Responsible for all matters related to project design, development and implementation, including conception and civil engineering works for construction of service utilities and community social facilities , planning the implementation of construction works -including coordination with Government departments for synergic and coordinated interventions-, land preparation related works, provision of equipments, supervision of contractors and quality control.

q Preparation of documents for mid-term evaluation and impact assessment, three monthly, annual and final reports.

q The National Engineer will play a key role in the design, planning and implementation all Community Infrastructure Projects developed and funded under the SERC Project, ensuring the quality of construction materials and construction works.

q Perform any other duties as requested by the supervisors.

The National Engineer is expected to deliver the following outputs:

q Preliminary design and planning, costing and design revisions, preparation of tender documents and Bill of Quantity/BoQ (general and specific with breakdown of materials required, including specification of the required elements/objects and materials);

q Detailed Engineering Design of all Community Infrastructure Projects developed and funded under the SERC Project, including of service-utilities (water and sanitation, road, electricity) and all aspects of building mechanical engineering and energy supply.

q Presentation and documentation of all architectural, spatial planning and civil engineering aspects of Community Infrastructure Projects developed and implemented under the SERC Project.

Required Qualifications:

  • Minimum University degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Architecture or related field (e.g. Urban Planning).
  • Minimum 3 years relevant professional experience.
  • Experience in designing, planning and managing building and infrastructure projects, including dealing with services and utilities (road, water and sanitation, energy supply and electrical installation, air-condition, etc)
  • Must be detail-oriented, resourceful, creative, and efficient.
  • Ability to forge effective relations with colleagues, effectively multitask, and work in team in order to deliver the required outputs within short timeline.
  • Knowledge of Information Technology/Information System (Geographic Information System, database management) and experience in using land-survey tools (GPS, etc) and developing visual presentations.

· Strong drawing and/or visualization skills.

  • Good knowledge of static and all aspects of construction works, including building and infrastructure (road, water and sanitation, energy supply and electrical installation, air-condition, etc)

· Knowledge and experience in using Auto-CAD application software.

  • Practical experience in designing, planning and managing the implementation of building and infrastructure projects.
  • Experience in interacting with Government departments and dealing with Government projects, contractors and community-based projects in Timor Leste.
  • Working knowledge of English, Portuguese or Indonesian is an asset.
