Senior Researcher/Deputy Director

Senior Researcher/Deputy Director will act as the senior research coordinator and author for the newly established National NGO “FM”. This position will be primarily based upon research and analysis of the Timorese security sector, understood in its widest interpretation, as well as being responsible for overseeing other research staff and consultants. This post will require considerable research and drafting skills and that of managing other researchers. Additionally it will require that the individual have representational skills in order represent FM to civil society, the Government and donors. At present FM’s primary activity is the development of civil society and citizen participation in the process of determining policy, legislation and budgets for the Timorese security sector. Terms of Reference
At the direction, and with the support, of the Executive Director, the tasks of the Senior Researcher / Deputy include the following:
Research:
1. Conduct substantive research on the Timorese security sector.
2. Regularly publish articles, papers, and reports on the Timorese security sector.
3. Develop research links and sources.
4. Developing research agenda and workplan for consultants.
5. Proof reading and editing consultant papers.
Management and Representation
6. Represent FM to civil society, Government and donor officials as and when necessary.
7. Oversee FM staff as and when required.
8. Other appropriate tasks as agreed with the Executive Director.
Reporting lines
The Senior Researcher/Deputy, will work closely with and report to the Executive Director.
Qualifications
The candidate will demonstrate the following qualifications and experience:
• A relevant post graduate degree (or equivalent professional experience) with a preference for public policy, conflict/peace studies, human rights/legal background and disciplines.
• A minimum of 3 years experience in a similar position, either in the private or non-profit sector.
• A demonstrable understanding of the security sector in its widest interpretation.
• An understanding of donor agency practices and requirements of grantees.
• Experience with basic MS-Office programs such as Word, Excel, PowerPoint.
• An established publishing record.
• Strong organizational and supervisory skills and experience.
• Good interpersonal skills and team working ability.
• Fluent in Tetum, knowledge of Indonesian and English desirable.
• Strong character references are mandatory.
Location: Dili, Timor-Leste.
Duration: Probationary term of two months, with extension up to one year and beyond.

Title: Midline Survey Consultant
Responsible to: Deputy Program Manager
Location: Covalima, Oecusse & Dili Timor-Leste and consultants home base
Date: Mid-August – October 2009 (part time) Maximum 39 days total
Purpose
With the support of the EC, Oxfam has been working in the districts of Covalima and Oecusse, Timor Leste on food security since January 2007. A baseline survey was conducted in 2007 and Oxfam will now commission a midline survey, to be conducted in September, to review and update the baseline data, to identify emerging outcomes and impacts and to support community learning processes on food security. The findings of the survey will inform future Oxfam programme development and help to stimulate community action to address food security challenges. To design, lead and coordinate the survey, to analyse data and report on survey findings, expressions of interest are sought from suitably qualified and experienced consultants and/or organizations.
Objectives
To provide technical support, training and leadership for a participatory midline survey on food security in a sample of communities in Covalima and Oecusse districts during September 2009. The consultant will work Oxfam senior management to identify key questions to obtain project data as specified in the Objectively Verifiable Indicators of Achievement (OVIs) in the project logical framework. Questions will be designed from the review of the project M & E framework, Progress versus Indicators and the survey questions and report from the baseline survey. Together with Oxfam staff, the consultant will design participatory methodology to meet these needs and design, coordinate and lead the survey process. Capacity building will take place in all aspects of this process. The consultant will be expected to input & analyse survey data, synthesise information from qualitative processes and report on the main findings of the survey – both in a written report and through a presentation to Oxfam teams.
Activities
The Consultant will work together with Oxfam staff at all stages of this process and will undertake the following activities:
- Review of baseline and current M&E information, and of learning priorities
- Design questions to meet logical framework OVI targets
- Design a participatory survey process, including:
- sampling methodology
- community feedback and learning processes
- Train Oxfam staff in all aspects of survey design and implementation, including: sampling; ethics; questionnaire testing; facilitation skills.
- Coordinate and supervise survey implementation in communities. Oversee data quality, validation and synthesis.
- Support community meetings and discussions on the survey findings and community planning processes.
- Design a database and conduct data entry, synthesis and analysis.
- Present survey findings to Oxfam, in the form of a final report and a presentation/discussion.
Timeline and completion date
The survey will be conducted during the month of September 2009, with preparatory activities taking place towards the end of August and data entry, analysis and report writing taking place in October. It is expected that the final report and presentation of results will be ready by the end of October.
Work arrangements
· Round-trip economy class airfare to Dili, including visa charges, if required.
· In-country overland travel in Timor-Leste to districts
· Accommodation provided in Dili, Oecusse and Covalima in shared staff house or basic hotel
· Costs incurred should be included in daily rate submitted with EOI and will not be reimbursed separately
Qualifications and experience required
The successful candidate / organization will have:
· Significant experience in integrated rural development and in working with remote, rural communities
· Experience in the design and use of participatory survey and social research techniques and in supporting community learning processes.
· Excellent facilitation, training and capacity building skills
· Experience in database design and data analysis
· High quality report writing and data presentation skills.
· A relevant academic background – minimum Bachelors Degree.
· Fluency in Bahasa Indonesia and/or Tetun. Some English language skills also required
· A strong commitment to social justice and gender equity.
· A proven ability to work with a wide range of people from different cultures and backgrounds.
· A willingness to work in remote communities and locations.
