Education Development Center Inc. (EDC), a US-based, non-profit education research and development organization, is implementing the USAID “Prepara Ami Ba Servisu” project in Timor Leste. Over a period of three years, the PAS project will provide at least 2,500 minimally-educated rural men and women, ages 16-30, with a workforce preparation program that combines off-the-job instruction with on-the-job training.
We are currently seeking dynamic and qualified person for the following vacant position:
Deputy Chief of Party
The ideal Deputy Chief of Party (DCOP) will have at least two years experience designing and managing youth oriented programs; at least two years experience managing staff; be able to interact with Government, NGO and community officials; know how to implement programs with bi-lateral/multi-lateral donor funding.
The DCOP will facilitate the implementation of the PAS Program and oversee all field based activities and will work in conjunction with the implementation team to achieve program objectives. In partnership with the program development team, the DCOP will ensure that the PAS Program curriculum and instructional materials and work experience opportunities are relevant for youth participants. The DCOP will work closely with all staff, including field staff, on ensuring efficient and high-quality learning and work experience opportunities.
The DCOP should be able to travel to the Districts and stay long periods of time as needed; should have excellent written and oral English and Tetun; should have excellent computer skills; should have a University degree and be able to lead a dynamic team. This position is based in Dili.

JOB DESCRIPTION:
Under the general supervision of the Radio Producer and the immediate supervision of the Senior Radio Production Assistant, the incumbent will be responsible for the production of radio programs including public service announcement, new stories, features and documentaries for local use and the operation of a diverse range of audio production equipment, including broadcast and production consoles, digital audio work stations, computer assisted radio automation system and other studio equipment as required to enable the successful production of United Nation radio program; Confer with radio producers in order to determine and achieve the desired effects for a production and record, synchronize, mix or reproduce audio content for transmissions, performances or pre-recorded events; Work with radio team to provide journalism/production training to local radio journalist where/when needed; Write, record, edit and mix for broadcast original radio programs, announcements, features and news segments, as required; Prepare printed rundowns, scripts and archive. Undertake research, interviewing, scriptwriting and technical production duties as necessary. Provide clerical and logistics support when assisgned.

QUALIFICATIONS AND REQUIREMENTS:
Education: Completion of secondary education; technical training and certifications in radio journalism or broadcasting, communications, public information, or a particular communications medium is an asset.
Experience : A minimum of four (4) years of progressively responsible professional experience in the field of radio journalism, communications or public relations is required.
Languages: Fluency in English and Tetum is required, Portuguese and Bahasa Indonesia is desirable.

Background

We are currently seeking dynamic and qualified persons for the following vacant positions:
Work Experience Associate
The Work Experience Associate will be responsible for working on the team that develops the work opportunity component of the PAS program. The WEA will be responsible for developing youth work opportunities in targeted rural districts. The WEA will help develop contacts and networks with government agencies, private sector representatives and NGOs in order to identify work opportunities and will be responsible for managing this functional area of the PAS program. The WEA should have the capacity to familiarize him/herself with work sponsor priorities and quality expectations and will have some understanding of the livelihood development needs of rural Timorese. The WEA will have a familiarity with government policies and priorities regarding infrastructure and agriculture projects.
Trainers
After a period of orientation and apprenticeship, Trainers will be responsible for delivering initial and follow-up training workshops to District level staff and partner NGOs, including local project trainers and team leaders, in up to 12 locations around the country. Frequent travel to the Districts will be necessary, sometimes with overnight stays. A minimal level of English proficiency is required.

The ideal DC candidate will already be living in the Districts, will have a demonstrated capacity to manage projects and staff; will be able to identify work opportunities and network with appropriate Government, NGO, and private sector officials. Frequent travel within and between Districts is required and English proficiency is preferred, but not required. This position is based in the Districts.

Background
The National Parliament of Timor-Leste and The Asia Foundation Timor-Leste, with generous support from the United States Agency for International Development, the United States House Democracy Assistance Committee and the Library of Congress, have established a Parliamentary Library at the National Parliament building in Dili, Timor-Leste as of January 2008. The National Parliament now seeks a senior Timorese Research Coordinator to lead the establishment and management of the nation’s first Parliamentary Research Service.
Summary
This research professional, as Coordinator of Parliament Research (CPR), appointed by the Secretary General of Parliament, will serve to ensure that insightful and impartial research is provided to the National Parliament of Timor-Leste (NPTL) before and after the legislative drafting process. As such the CPR will manage the incremental development of a Parliament Research Service (PRS) which serves parliamentary committees and Members of Parliament. The PRS will seek to gather interdisciplinary resources, encourage critical thinking and create innovative frameworks to help legislators form sound policies and reach decisions on a host of difficult issues. These decisions will guide and shape the nation today and for generations to come.The CPR will ensure that the PRS will be able to assist at every stage of the legislative process -- from the early considerations that precede legislative drafting, through committee hearings and floor debate, to the oversight of enacted laws and various agency activities. However, initially given the existing funding and management constraints, the CPR will provide the Parliament him/her self with the analytical support the parliament needs to address foundational public policy issues facing the new nation and the nascent parliamentary system. The CPR will focus initially on early considerations that precede legislative drafting. CPR will analyze current policies and present the impact of proposed policy alternatives, even if it means bringing to light facts that may be contrary to established assumptions.ReportingThe CPR will work under the direct supervision of the Secretary General of the National Parliament of Timor-Leste. The Coordinator will be in close collaboration with The Asia Foundation and will provide a monthly report to TAF. The CPR will work closely with all Members of Parliament (MPs). The Coordinator will be responsible for the formation and management of technical teams for research.
Responsibilities
The CPR will provide the following services:
• Written reports on current legislative issues to MPs
• Supervising and reviewing the work of researchers
• Expert testimony in parliamentary sessions to MPs
• Tailored confidential memoranda, briefings and consultations to MPs
• Management of information requests for research from MPs
• Establish research team including recruiting research staff members for the PRS
• Coordinate with other donor and government-sponsored programs providing technical support to the PRS
• Coordinate research with other research centers such as Dili Institute of Technology (DIT)
• Produce monthly progress report to The Asia Foundation and the Speaker of National Parliament of Timor-LesteQualifications and experience:
